Libraries all over the world have been cooperating on collection building, shared cataloging, and resource sharing for many years. However, cooperation plays especially an important role in libraries since the information explosion in the 20th century. Nowadays, the libraries put emphasis on the role of computerized library networks involving electronic catalogs, digital libraries, integrated library systems, shared databases, internet connections, and shared applications. The presentation examines three areas of Polish academic libraries cooperation: (1) shared cataloging in the frame of NUKAT - a union catalog containing over 4 million descriptions of documents held by 170 Polish academic and scientific libraries, (2) reciprocal borrowing program for Warsaw academic libraries (BiblioWawa), a joint project of 7 Warsaw academic libraries, which provides the Warsaw academic community with convenient access to circulating library resources of the cooperating libraries, and (3) works and activities of the Directors of Polish Academic Libraries’ Conference. The paper presents not only the success of library cooperation, but also the difficulties and barriers. Experience of academic and scientific libraries in Poland indicates that cooperation, however is not always easy, and is inevitable for the libraries. The best way of achieving good results in cooperation is by building bridges between libraries – establishing consortia and networks which enables libraries to work together more effectively and efficiently. Discussed in the paper are examples of experiences from Polish libraries in the field of cooperation. It contains many useful information for librarians responsible for library cooperation. They can also serve as a source of inspiration for academic libraries from other countries.Item Open Access Can We Get It? : An Assessment of the Effectiveness of the Suggest-A-Purchase Facility of the De La Salle University (DLSU) Libraries(The 8th International Conference on Emerging Global Trends in University Library Development (ICEGTULD 2019), 2019-06-06) Manabat, April; Metzger, Lawrence; Yap, Joseph M.; Dautova, Anar; Tendik, YermekpayevaWith the emergence of technology as a tool to provide efficient library service to patrons, this study seeks to determine the effectiveness of the “Suggest-A-Purchase” (SAP) facility of the DLSU Libraries in terms of reaching out to the academic community for purposes of resource collection building. With the theme “University Library Services and Resources for Research and Innovation”, this paper provides insights on the effectiveness of the DLSU Libraries’ “Suggest-A Purchase” (SAP) facility in reaching out to the academic community to solicit their participation and input on building academic resource collections. In addition, this paper aims to ascertain the number of library materials procured through the facility over the last two (2) academic years and analyze how it has contributed to the library collections. Moreover, this study will also provide recommendations on how this service could be further improved. A survey was conducted among selected faculty and other prospective users of the library. Purposive sampling was used to determine the effectiveness of the facility. In addition, statistics were compiled on the number of requests received, orders procured, and user-friendly design of the facility to provide a more compelling rationale for this undertaking. Based on the survey conducted, it was discovered that faculty members were the most common users of the facility in requesting materials which they needed. Moreover, they found the facility effective in reaching out to the academic community as it provides a status report on requests from the time they were received up to when the material is already available in the library for use. A significant number of materials were also procured from the requests receive from that facility. In addition, recommendation as to providing a timeline or date when will the material be available was also noted to further improve the service. There has been a dearth of literature written about library services in the acquisition of resource materials and collection building especially in the Philippine setting. This paper is unique in seeking to determine the effectiveness of having a facility where patrons can simply request materials they want the library to procure so as to make them readily accessible.Item Open Access Developing a Personalized Institutional Repository Framework: How the Colorado School of Mines Adapted Repository Certification Criteria around Local Needs Developing a Personalized Institutional Repository Framework to Address Local Priorities and Goals(The 8th International Conference on Emerging Global Trends in University Library Development (ICEGTULD 2019), 2019-06-06) Bongiovanni, Emily; Metzger, Lawrence; Yap, Joseph M.; Dautova, Anar; Tendik, YermekpayevaThe purpose of this paper is to document the challenges and lessons learned while developing a local international repository (IR) framework at the Colorado School of Mines (Mines). The aim of this exercise was to characterize IR needs, to understand how successfully these needs are being met, and to develop goals for future IR development. The framework was developed with the intention of being used as an instrument for periodical self-assessments, to observe the IR development, and to aid in strategic decision-making. The Mines IR Steering Committee used criteria and guidelines from digital repository certificates, including the Trusted Repositories Audit Certification and CoreTrustSeal, and existing frameworks to develop a local framework tailored to Mines unique institutional needs. This exercise demonstrated the range of perspectives and priorities for the IR among the IR Steering Committee. A brief assessment that tested the framework highlighted the current condition of the IR at Mines and areas for improvement. Librarians and professionals working with IRs can apply observations and lessons learned from the framework development process. This paper offers a case study for developing a local IR framework to help self-assess, strategize, and better characterize ongoing needs for the development of a high-quality IR. Librarians and professionals working with IRs can apply lessons learned to help create a local IR framework at their institution.Item Open Access Development of Institutional Repositories of Universities as an Indicator of Openness of Kazakhstan's Scientific Content(The 8th International Conference on Emerging Global Trends in University Library Development (ICEGTULD 2019), 2019-06-06) Almagambetova, Dametken; Metzger, Lawrence; Yap, Joseph M.; Dautova, Anar; Tendik, YermekpayevaInstitutional repositories are currently an effective way to store scientific publications of the university teaching staff and provide open access to researchers. The platform with registration option has a single point of access to scientific information, which allow to conduct a comprehensive search for information within the framework of an extensive search field, including Kazakhstan. Having an institutional repository allows a particular university to join the extensive list of global networks and participate in institutional rankings. One such platform is OpenDOAR (http://v2.sherpa.ac.uk/opendoar/), an international open directory of free access resources. More than four thousand repositories are registered in the catalog. Nine universities in Kazakhstan have registered their repositories in the OpenDOAR platform. The article considers the possibilities of repositories for open access to scientific achievements of scientists in Kazakhstan.Item Open Access Gauging Uniqueness: Assessment in Special Collections(The 8th International Conference on Emerging Global Trends in University Library Development (ICEGTULD 2019), 2019-06-06) Barsaga, Agnes; Vallente, Robert; Vinzon, Minette; Metzger, Lawrence; Yap, Joseph M.; Dautova, Anar; Tendik, YermekpayevaThis paper examines the Special Collections (SC) book holdings of De La Salle University Libraries, which aims the following: 1) to profile the book holdings of the SC; 2) to identify the strength and weakness of the collection; 3) to examine the utilization of the collection, and; 4) to determine the uniqueness and rarity of the book collection by comparing the SC book titles to the online catalog of University of the Philippines. The results of this study will provide statistical data that may be used in crafting guidelines for acquisitions, weeding and budget allocations for special collections. This study uses collection assessment through collection-centered techniques by counting the holdings of the SC book collections. Google curling was used to gauge the uniqueness of the book collection.Item Open Access Indoor Orientation System for Visually Impaired: Example Application in a Library Building(The 8th International Conference on Emerging Global Trends in University Library Development (ICEGTULD 2019), 2019-06-06) Üneş, Mehmet; Metzger, Lawrence; Yap, Joseph M.; Dautova, Anar; Tendik, YermekpayevaUniversity libraries are indispensable resources that students frequently visit to access reliable academic and information despite the widespread use of online content. Although certain access facilities are provided, it is sometimes difficult for the visually impaired to reach their desired objectives in such important centers. This project implemented user-friendly features which allowed for downloading the mobile application to one’s phone which in turn is activated before entering the library building. When the person enters the building, the application tells him or her where he or she is. It then proceeds to update this information as the user walks within the building. In addition, the user can choose one of the points installed in the application at any time. After selecting one of the locations such as the reading room, toilet, or offices, the application starts to voice what the user should do just like a road map navigation application. It is only necessary to shake the phone in order to listen to the directive again.Item Open Access New Librarianship in Action: Applying the Framework to Foster Innovation in Academic Research Libraries(The 8th International Conference on Emerging Global Trends in University Library Development (ICEGTULD 2019), 2019-06-06) Smith, Carol E.; Metzger, Lawrence; Yap, Joseph M.; Dautova, Anar; Tendik, YermekpayevaThe publication of Lankes’s Atlas of New Librarianship (2011) sparked a vibrant new movement in how to frame, fulfill, and communicate the timeless mission of libraries. “New Librarianship” holds that “The mission of librarians is to improve society by facilitating knowledge creation in their communities.” This paper explores the major principles of the “New Librarianship” framework, and specifically considers how they can be applied in an academic research setting to foster library innovation and increase community engagement. The Colorado School of Mines’ Arthur Lakes Library is examined as a single case study for exploring and realizing the principles of “New Librarianship” within an academic setting. Over the past two years, the Arthur Lakes Library of the Colorado School of Mines has been able to rapidly transform by directly applying the principles of “New Librarianship” to a STEM-intensive research library. This qualitative case study examines the process of developing a new mission, vision, values, and strategic direction for an academic library based upon the “New Librarianship” framework. Challenges, successes, and emerging best practices from the ongoing experience are examined. Many academic libraries still approach the practice of librarianship from the fairly traditional vantage point of collections and services. The “New Librarianship” framework provides a muchneeded lexicon for understanding and conveying the truer, broader mission of libraries, as well as for guiding strategic library direction. The “New Librarianship” framework can serve as an impactful theoretical foundation for recasting and repositioning the role of the library within a university setting, and to accelerate academic library innovation. This case study is limited to the specific application of the framework to a single academic environment. It is hoped that this study will motivate others to examine the potential of “New Librarianship” for fostering rapid academic library transformation on a broader scale.Item Open Access Observations and Statistical Analysis of Library Services in Digital Environment(The 8th International Conference on Emerging Global Trends in University Library Development (ICEGTULD 2019), 2019-06-06) Ismailova, Guldana; Metzger, Lawrence; Yap, Joseph M.; Dautova, Anar; Tendik, YermekpayevaThe purpose of this article is to help develop the knowledge of Kazakh as well as international librarians in terms of library services through the proposed introduction of services observed in UK universities. The aim of this study is to survey the respondents to identify the weaknesses of the services and activities provided by library staff, as well as for comparison of the respondents’ opinions and proposal for the introduction of foreign experience for the improvement of activities of University libraries in Kazakhstan. To identify the problematic aspects of the University library, statistical analysis of the data collected during the survey was used, and it could be one of the ways contributing to the formation of new trends in the development of libraries. The article discusses the situation with the identification of strengths and weaknesses in the service activity of the Kokshetau State University Library comparing with positive current situation of the Cardiff University Libraries. Described in detailed survey can be done in any library to identify strengths and weaknesses, as well as work out suggestions on troubleshooting and improving library services. Balasagyn. Method This document describes how the selection of documents and the placement of publications in the institutional repository of the KNU library are addressed. The paper demonstrates the experience of the library of KNU of name J. Balasagyn in creating institutional repository of open educational resources. Based on the experience of the KNU library, universities and libraries not only in Kyrgyzstan, but also in Central Asia will be able to get an idea about the creation of institutional and corporate repositories, in the conditions of copyright compliance, as well as the lack of awareness and interest of KNU faculty. This document provides libraries and universities for practical solutions in the creation of institutional and corporate repositories, as well as in promoting cooperation for the exchange and access to educational and scientific resources of the library of KNU.Item Open Access Optimization of Information Retrieval in Digital Libraries on the Basis of Influent Analysis(The 8th International Conference on Emerging Global Trends in University Library Development (ICEGTULD 2019), 2019-06-06) Rakhmatullaev, Marat; Metzger, Lawrence; Yap, Joseph M.; Dautova, Anar; Tendik, YermekpayevaThe aim of the research is to increase the efficiency of information retrieval for scientific and educational information in electronic libraries of corporate networks based on the application of the influent analysis method. Influential analysis allows: identify the most important indicators that need to be given the most attention, allocate funds to optimize the total efficiency score; Manage some factors to improve work of a system; Reduce the impact of those indicators that we can’t influence (manage) at present time.The application of the method is especially effective for the development of a corporate network of academic libraries in order to improve the speed of information retrieval and the exchange of valuable scientific resources.Item Open Access The Participation of S. It describes the impact of the project at the individual and institutional level and the first piloting results. The goal of the project is to promote the Bologna process through the development of Information Literacy Competency of students, teachers, researchers, employees of science libraries and the integration of these competencies into educational programs.Item Open Access Service Synergy: A Collaborative Approach within Libraries to Support Researchers’Information Literacy Skills(The 8th International Conference on Emerging Global Trends in University Library Development (ICEGTULD 2019), 2019-06-06) Stoeckel, Sheila; Metzger, Lawrence; Yap, Joseph M.; Dautova, Anar; Tendik, YermekpayevaMost university libraries have well-established information literacy instruction programs that collaborate with faculty to teach students the skills they need to be successful in today’s rapidly changing information age. However, approaches to providing information literacy support to faculty and professional researchers, has a propensity to be done through siloed initiatives or with individual subject specialist librarians. While the traditional research lifecycle model has gained wide acceptance, the myriad skills and resources needed to be successful at each step of the model, in addition to the rate at which research is changing, present challenges for many expert researchers and librarians. This paper will explore how collaboration among information literacy and researcher engagement librarians, investment in professional development, and campus networking can build a more programmatic approach to libraries providing campus researchers with the skills they need to be successful throughout their careers and thus elevate prestige for libraries along with their value to campuses worldwide.
