Handbook of Construction Materials and Engineering Equipment for Green Public Procurement

Abstract

The Handbook of Construction Materials and Engineering Equipment for Green Public Procurement serves as the principal technical companion to Policy Paper 1, titled “Comprehensive Green Public Procurement System as a Mechanism for Implementing the Concept of Managing All Types of Waste in the Republic of Kazakhstan for 2026–2030” (Government Resolution No. 1201, 31 December 2025). Developed under the European Union SWITCH-Asia Policy Support Component (2024–2026), the technical content was jointly developed by the Sustainable Construction Expert Team: Muhammad Faisal Rehman, MSc, Daliya Madyarova, MSc, and Ferhat Karaca, PhD. The Handbook presents comprehensive technical profiles for 41 priority construction materials and engineering equipment items selected for Kazakhstan’s Green Public Procurement (GPP) framework. Organized by functional building systems, it comprises six sections addressing load-bearing structures, building envelopes, interior finishes, building services, renewable energy technologies, and site works and landscaping. Each profile systematically includes five core blocks: (1) regulatory framework comparing EU, Japanese, Asian, and Kazakhstani (GOST/ST RK) standards; (2) domestic market readiness assessment; (3) three-tier price analysis (international, national, and market/ex-factory levels); (4) environmental criteria encompassing Environmental Product Declarations (EPDs per EN 15804/ISO 14025), recycled content, hazardous substance restrictions, and quantified carbon reduction benefits; and (5) ready-to-use environmental requirements for public tender specifications. This Handbook establishes the technical foundation for the national green products registry (L2) within the proposed L1→L2→L3 verification cascade. It effectively bridges international sustainability benchmarks with local market realities, advancing circular economy principles, low-carbon construction, and alignment with SDG 12 in Kazakhstan.
