Medium of instruction and national identity

Abstract

Kazakhstan is a young country still in the early stages of nation-building, with civic and ethnic nationalism and Kazakh and Russian languages being the major issues in constructing the national identity (Aitymbetov et al., 2015). Although the state overtly strives to develop civic identity, it fails to overcome the resistance of ethnic nationalism (Burkhanov & Sharipova, 2015). As language is an essential element of national identity (Smith, 1991) and education is one of the main tools for its construction (Gellner, 2006), medium of instruction (MOI) in education is a defining factor in national identity.
