Abstract

The current Ethical code of civil servants and new institutions such as Ethic Councilor and Council of Ethics under each governmental body were devoted to create the high standards of conduct and behavior among Civil Servants (CS’s). Building on the work by Mancuso (1993, 1995) and Pelizzo (2008), the paper presents ethical preferences of civil servants of the Ministry of Investments and Development of the Republic of Kazakhstan. According to the results of the study, it was revealed that the ethical preferences of officials are not homogeneous, which creates problems for the introduction and implementation of ethical reforms. Findings resulting from the literature review and qualitative research indicate that there should be strong commitment starting from the top and appropriate structural reforms for the successful ethical code functioning.
