This collection of papers is the first proceedings of the Eurasian Higher Education Leaders’ Forum held at Nazarbayev University, Astana, Kazakhstan in 2012. The collection presents local and global views on the past, present and future of the higher education sector’s development. It consists of six keynotes and eight papers including six case studies. The topics of the papers vary from the discussions of educational reforms in China, Kazakhstan, Kyrgyzstan, Romania, Russia and US to the global debates about challenges of tertiary education in the 21st century. The papers discuss local and global nuances of higher education development in the world. They raise a wide range of issues such as search for true meaning and purposes of universities nowadays; functionality of a present-day structures of higher education governance and administration; striking a balance between institutional self-governance and accountability; issues of building research universities; and challenges and opportunities of higher education internationalisation.

    UNDERSTANDING FACULTY PERCEPTIONS OF THE CURRENT STATE OF HIGHER EDUCATION GOVERNANCE IN KAZAKHSTAN

    "In this paper, we have examined faculty perceptions of the current state of higher education governance in Kazakhstan. The purpose was to analyse the faculty's opinions and attitudes towards governance in their institutions. Several conclusions can be drawn from the findings. The first is that faculty was mostly unsatisfied with their level of involvement in governance, particularly in terms of the ways in which they communicate with upper management. Faculty would like to see proper feedback mechanisms in their communication channels with Vice Rectors and Rectors. Interestingly, the majority of faculty respondents claim that contemporary governance systems cannot respond appropriately to new social and academic realities. Most faculty members take their inactiveness for granted as they do not feel that their decisions will have an impact on institutional governance.     A FEW GLOBAL TRENDS AND POINTS OF COMMONALITY IN QUALITY ASSURANCE IN HIGHER EDUCATION

    In this brief paper author offers a public policy perspective on quality assurance in higher education. Author begins by arguing that there is a growing public interest in quality assurance and offers some reasons for this increased attention. He suggests that the forces and factors that have fostered this greater interest are common to many countries and that this commonality has led to a convergence of the fundamental principles underlying quality assurance in different jurisdictions. He concludes by suggesting how these principles might apply at higher education institutions in new nations and emerging systems of higher education in the region.
