    The book is the follow up of Kashgaria research that started with expedition of the great Kazakh scientist-encyclopaedist, researcher and traveler of the XIX century, Chokan Valikhanov, whose 180-th birth anniversary is celebrated by the whole educated world in 2015. It is written on the basis of personal, live impressions of members of the current expedition arranged by Kazakhstan National Geographic Society in 2014, it contains many informative facts and it is easily and excitedly read. The photos and entertaining episodes of this unique expedition will leave nobody indifferent. It is written to reach the broadest audience.

    China’s Growth Performance and Prospects

    China has acquired enviable growth momentum, manufacturing capabilities are world class, STI system is improving, resource mobilization remains impressive, and trade competitiveness is strong. But ebbing globalization, structural changes, macroeconomic issues, the constraints imposed by corruption, pollution, and aging cloud growth prospects. Overseas commitments, military ambitions are a drain. A number of potential flashpoints increase the threat of conflict. Near term threats are from: domestic financial crisis that derails growth process with serious political consequences; a damaging trade war with the US that drags down global economy; disputes with neighbors and their allies that accidentally or otherwise lead to military action. All three are in the cards, which makes it difficult to claim that China’s economy will hum along as smoothly as it has done in the recent past.

    KAZAKHSTAN’S ROAD TO NET ZERO GHG EMISSIONS

    In December 2020 President of Kazakhstan Mr. Tokayev announced that Kazakhstan would become carbon neutral country by 2060. This work aims to investigate how to reach carbon neutrality in Kazakhstan and it is a continuation of the “Kazakhstan’s Road to Net Zero GHG Emission Vision” project that was initiated when President had declared carbon neutrality aim. This is a very ambitious aim given that con- siderable amount of energy in Kazakhstan is generated using coal power plants. The main challenges that are faced by Kazakhstan are high dependence on coal for electricity and heat generation, lack of funds to invest in renewable energy resources, transport, inef- ficiency of the government spending on miti- gation activities, high emissions in cropland. Kazakhstan will have to find money to cut off coal use and transit to carbon neutral technologies to produce energy in an efficient way with minimal damage to economy. This project investigates how to reach carbon neutrality in the most efficient and cost-effective way. The project develops Kazakhstan’s carbon neutrality path using both short and long term vision. In the context of the COP event held in Glasgow in November 2021, Kazakhstan’s approach to carbon neutrality might be interesting to other countries. The results of this work were presented COP 26 in Glasgow, UK. The report is divided into chapters. First several chapters investigate solutions in Energy, Transport, Agriculture and Waste sectors. Further general issues such as carbon trading system, technology transfer and financial topics are analyzed. And finally regional cooperation options are discussed.

    Stagnation traps

    We provide a Keynesian growth theory in which pessimistic expectations can lead to very persistent, or even permanent, slumps characterized by unemployment and weak growth. We refer to these episodes as stagnation traps, because they consist in the joint occurrence of a liquidity and a growth trap. In a stagnation trap, the central bank is unable to restore full employment because weak growth depresses aggregate demand and pushes the interest rate against the zero lower bound, while growth is weak because low aggregate demand results in low profits, limiting firms’ investment in innovation. Policies aiming at restoring growth can successfully lead the economy out of a stagnation trap, thus rationalizing the notion of job creating growth.
