Item Open Access THE UNIVERSITY: A CENTER OF LEARNING?(2012-08) Bridges, David"I want to begin with the significance that both the Minister and Deputy Prime-minister have attached to the university's contribution to economic development. This is clearly a theme on which one could expand very extensively, but the contribution includes a number of different dimensions, and I think it worth distinguishing some of these. Part of it is certainly about equipping an economy with higher level understanding and skills, and at the moment many international companies coming into Kazakhstan have to bring these with them or seek in the international market place, higher level skills, which in future, one hopes.Kazakhstan w i l l be able to supply through its own higher education system" - ...Item Open Access INTERNATIONALIZATION OF UNIVERSITY AND LEARING OF UNIVERSITY AND LEARNING PROCESS: WEB 2.0 DIMENTIONS(2012-08) Ribickis, Leonids; Tipans, Igors; Valtin, KarlisToday Web 2.0 means a qualitative leap in computer technologies that have made the internet environment more creative, participative and socializing. Author begins by arguing that there is a growing public interest in quality assurance and offers some reasons for this increased attention. He suggests that the forces and factors that have fostered this greater interest are common to many countries and that this commonality has led to a convergence of the fundamental principles underlying quality assurance in different jurisdictions. He concludes by suggesting how these principles might apply at higher education institutions in new nations and emerging systems of higher education in the region.Item Open Access THE IMPACT OF STANDARTIZED TESTING ON EDUCATION QUALITY: THE CASE OF THE PROGRAMFOR INTERNATIONAL STUDENT ASSESSMENT(2012-08) Shamatov, Duishon“This paper examines the impact of the Program for International Student Assessment”—Item Open Access UNDERSTANDING FACULTY PERCEPTIONS OF THE CURRENT STATE OF HIGHER EDUCATION GOVERNANCE IN KAZAKHSTAN(2012-08) Sarinzhipov, Asian; Sagintayeva, A.; Kurakbayev, Kairat"In this paper, we have examined faculty perceptions of the current state of higher education governance in Kazakhstan. The purpose was to analyse the faculty's opinions and attitudes towards governance in their institutions. Several conclusions can be drawn from the findings. The first is that faculty was mostly unsatisfied with their level of involvement in governance, particularly in terms of the ways in which they communicate with upper management. Faculty would like to see proper feedback mechanisms in their communication channels with Vice Rectors and Rectors. Interestingly, the majority of faculty respondents claim that contemporary governance systems cannot respond appropriately to new social and academic realities. Most faculty members take their inactiveness for granted as they do not feel that their decisions will have an impact on institutional governance. However, the research has shown that faculty members are involved at the departmental level and feel comfortable about that." - ...Item Open Access Challenges for tertiary education in the 21st century(2012-08) Salmi, JamilIn this article the author talks about the future of tertiary education. The main goal is to construct a gasification technology for extra-high ash containing coals mined in Kazakhstan, particularly Ekibastuz, Maikuben, Mamyt and Torgay coals. To achieve this goal, the project will be developed in two main steps. The first step is modeling gasification process and designing the model simulation software. The second step is constructing circulating fluidized bed gasification technology.Item Open Access GHZ phononic band-gapcrystals: fabrication, characterization and modeling(Nazarbayev University, 2013) Rakhymzhanov, A.; Utegulov, Z.N.; Guney, D.; Veres, I.A.Phononic band-gap crystals (PBGCs) are acoustic analogues of photonic band-gap crystals. PBGC is a composite structure possessing periodic variations of sound velocities and mass densities with high acoustic impedance contrast among its constituents, which results in band gaps stopping acoustic waves within certain frequency range due to their total reflection within this synthetic material. By pushing down structural periodicity of PBGCs into hundreds of nanometers or less one can effectively design hypersonic PBGCs to control the propagation acoustic waves with frequencies higher than 1 GHz with an ultimate goal to control heat transport at sub-micron- and nanometer scales. PBGCs can also find their applications in radio-frequency mobile communication devices and global positioning systems. Femtosecond laser-induced two-photon polymerization (FLITPP) has proved to be a viable fabrication technique to produce periodic synthetic crystals with submicron periodicity. The field of GHz phononics is just emerging, and at this point it is important to explore the actual physics that governs the behavior of these materials, as well as to hypothesize about applicationsItem Open Access Measurement and dispersion modeling of PM2.5 and PM10 using beta attenuation mass monitoring(Nazarbayev University, 2013) Dennis, R.W.; Khan, W.The researchers have experience with an innovative new technology for measuring PM2.5 and PM10 in ambient air. Standard previous methodologies required time consuming, operator intensive and expensive gravimetric techniques. The researchers will use Beta Attenuation Monitoring (BAM) devices which are reliable and far less expensive than previous gravimetric procedures. This technology was recently (late 2013) designated by the United States Environmental Protection Agency, as codified in the Code of Federal Regulations, as an Equivalent Method for measuring particulate matter.Item Open Access Transcriptome of congenic mice with transient inflammatory arthritis: resque of C5 complement deficiency(Nazarbayev University, 2013) Adarichev, V. A.; Sarkar, S.; Kalamov, N.; Brucker, J.; Forde, T. S.; Shekhani, M.T.; Lyons, B.We found that Pgis2-congenic mice that carry genetically-deficient copy of C5(Hc) complement component were susceptible to collagen antibody-induced arthritis while inflammation was transient. Using differential gene expression analysis tools, we identified 20 genes whose down/up regulation in Pgis2-congenic mice might rescue C5 complement deficiency or, in a wider sense, rescue the function of the entire Pgis2 locus.Item Open Access Energy, economic and ecological modelling of variants of the Republic of Kazakhstan energy system development and its connection with the global energy system(Nazarbayev University, 2013) Akhmetbekov, Y.; Tosato, G.C.; Kerimray, A.; Ayashev, K.; Ibrayeva, A.; Bakdolotov, A.; Tokmurzin, D.; Kudaibergenov, A.The TIMES-Kazakhstan is a mono-regional energy system model of the Republic of Kazakhstan (the RoK), built using the MARKAL/TIMES tool.
