Abstract
Teacher autonomy is an important topic in the education system of Kazakhstan. The
education officials been working to improve teacher autonomy in recent years, recognizing
the important role that it plays in improving educational outcomes. One of the key drivers of increased teacher autonomy in Kazakhstan has been the introduction of the State Program for Education Development (1991-2010). This program emphasizes the importance of teacher professional development and encourages greater teacher participation in decision-making processes. Additionally, the government has implemented policies aimed at reducing administrative burdens on teachers, giving them more time to focus on their teaching.
