As a result, many countries, including developing countries are increasing the resources dedicated to establishing centers of excellence and innovative technology clusters. A world-class research enterprise to conduct cutting-edge biomedical research in this century must establish a comprehensive system to attract, retain and develop talented researchers from both local and international scientific communities.
