In this article is determined modern actual Kazakh language teaching problems to another nationality. It will be widely discussed own features of new education programs in teaching. PISA is based on standard functional literacy education; education is proved, on the study of a centralized approach to ensuring the transition to a service paradigm. The specifics of the new training program is its orientation towards the development of skills that meet modern requirements: information collection, analysis and interpretation of the synthesis of the thought of being able to make a generalization, critical, thinking skills; people, natural resources and public education; personality values and spiritual development; learning functional skills: reading, writing, and his ability to clearly and accurately explained establish cause-and-effect relationship.
