Abstract
This thesis presents the Electronic Declaration System (EDS), a web-based platform developed to automate and enhance the management of Conflict of Interest (CoI) declarations at Nazarbayev University (NU). Historically, NU's CoI declaration process was manual, leading to inefficiencies, a lack of transparency, and high compliance risks. The EDS addresses these challenges by providing a comprehensive solution for submitting, tracking, and evaluating CoI statements.
Built with a modern technology stack including Java Spring Boot for the backend, React (Next.js) for the frontend, PostgreSQL for data handling, and MinIO for object storage, the EDS defines distinct functionalities for Declarants, Managers from the NU Compliance Office, and Administrators/Super-Administrators from the IT department. The system streamlines the declaration lifecycle, enabling Declarants to submit initial and ad hoc declarations, Managers to review declarations, identify conflicts, and create management plans, and Administrators to maintain the system and manage user accounts.
The project successfully delivered a working EDS platform that improves administrative efficiency, facilitates compliance tracking, and offers a more transparent and user-friendly interface compared to previous manual methods. Future enhancements could include advanced data analytics, integration with other NU systems, and a mobile interface.
