dc.description.abstract The fundamental human rights and principles of Article 8 of the WHO Framework Convention on Tobacco Control (FCTC) requires 100% smoke-free public places. Kazakhstan ratified the FCTC in 2006 but only has a partial smoke free policy; current law allows designated smoking rooms (DSR) in public dining establishments, while other public places must be 100% smoke free. en_US
