First, it explores the context of the debate about the constitutional position and role of the chair/mayor in Northern Ireland local government since 1898, while emphasising the most recent period from 1972 onwards. Second, it considers how, despite local government’s functional unimportance, the election of one high-profile republican Mayor (Alex Maskey) to Belfast City Council, a bastion of unionist power and supremacy, offered wider potential for power-sharing arrangements. Finally, in the light of an ongoing major review of local government, it discusses what the future offers for mayors/chairs in Northern Ireland.
