Kazakhstan has made a step forward in implementing the principles of equality by ratifying the United Nations (UN) Convention on the Rights of Persons with Disabilities, allocating state grants for students with disabilities, and developing the concept of inclusive education. However, the students with disabilities are still underrepresented at universities despite the fact that Kazakhstan is experiencing the similar upward trend in the number of disabled persons.
