Increasingly, governments provide leadership in the creation of national goals and strategies as well as in the establishment of quality assurance systems. Rather than interfering in academic processes, a combination of standard setting and financing systems designed to ensure high quality outcomes is the role of the State. The provision of good public higher education is left to higher education institutions, autonomous but accountable in their governance arrangements."---Item Open Access A FEW GLOBAL TRENDS AND POINTS OF COMMONALITY IN QUALITY ASSURANCE IN HIGHER EDUCATION(2012-08) Ruby, AlanIn this brief paper author offers a public policy perspective on quality assurance in higher education. Author begins by arguing that there is a growing public interest in quality assurance and offers some reasons for this increased attention. He suggests that the forces and factors that have fostered this greater interest are common to many countries and that this commonality has led to a convergence of the fundamental principles underlying quality assurance in different jurisdictions. The strata represent those at the top that form policies on teaching across the institution, heads of departments, academic staff and all those involved in helping students learn. It is argued that the student experience provides a bottom-up perspective on the reputation, values and ultimate success of a university in making active and future change in individuals. Finally, it discusses the balance between central systems of improving the student experience versus more devolved schemes such as promoting professionalism through Action Research initiatives for academic staff. Overall, it recommends an empirical approach to research which does not exclude teaching practitioners.Item Open Access ACADEMIC FREEDOM, SHARED GOVERNANCE AND LEADERSHIP IN EXCELLENT ACADEMIC INSTITUTIONS(2013-06) Miller, Richard"This paper presents some practical lessons in leadership and governance learned during the establishment of Olin College of Engineering in Massachusetts. Olin College embraces academic freedom and shared governance, but does not offer tenure to faculty members nor does it maintain academic departments. Governance is by a Board of Trustees that includes both Founding Trustees (who provided all initial financing and may serve for life) and others who have fixed term limits. Several topics are examined, including: the continual need for board education in academic culture; avoiding micromanagement by the board on one hand, and disengagement by the board on the other; and the problem of establishing shared values and vision. Leadership is an art, and is vastly different from management. Governance is also an art, requiring patience, wisdom, and a willingness to take reasonable risk in order to achieve world class results. There is no certain formula for success. It is a complex human process requiring constant improvisation, intense commitment and patience, and a healthy measure of good fortune." --Item Open Access ACADEMIC LEADERSHIP: A MISSING LINK IN HIGHER EDUCATION GOVERNANCE IN TIMES OF CHANGE?(2014-06) Sagintayeva, A."Thus far, based on the brief data analysis of interviews among university leaders, the paper argues that the transition towards the development of academic leadership is a complex context-sensitive process. In the next decade or so, academic institutions will have to develop capacities to lead changes on their own campuses and develop their roles beyond the followship of externally designed initiatives. In 2010, new and ambitious targets for the development of collegial management in universities in a phased process of granting greater autonomy to universities were clearly formulated in the State Program of Education Development 2011-2020. University Leaders, having professional knowledge of the local features of higher education practices in Kazakhstan, may need to share their expertise and decision-making powers with the Boards of Trustees. Some accreditation agencies require that universities seeking accreditation provide data on employability, as measured by salaries of graduates three months after graduation, as an indirect measure of quality (Hunt, 2015). It provides ways of overcoming the existing gap between requirements of the labour market and employee’s competences. It also provides a definition of the national system of qualifications and the branch system of qualifications and labour functions. It also offers requirements to developing professional standards and shows their importance for forming a university graduate’s competence-based model. A professional standard should be considered as the backbone document for the development of educational programmes aimed at the formation of the key competences providing the demand for graduates in the labour market throughout the life.
