The transformation of Western European Party Systems was associated with the emergence of a new model of party organization: the cartel party.The cartel party differs from previous party models because it is increasingly less an agent of society, has interests on its own, depends on state subsidies and struggles to preserve the conditions under whihc it prospers by distorting electoral competition. Through such a distortion the cartel of parties resembles the behavior of oligopolistic firms. The purpose of this book is to investigate whether and to what extent patterns of inter-party competition resemble the functioning of oligopolistic markets.The results of our comparative analysis reveal that there is a growing gap between voters' demands and party system's political supply. In addition to arguing the implications of these findings for the theory of responsible party government, this books shows that the growing gap between voters' demands and party systems' supply creates the condition for the rise of the parties of the New Extreme Right

Properly functioning Public Accounts Committees (PACs) are essential for promoting good governance, preventing misallocation of resources and curbing corruption. The purpose of the present paper is to analyze the organization, powers and the performance of East Africa’s PACs so as to understand what they do, what makes them work well and what could make them work better. The analysis reveals that the Tanzania’s PAC is the most active in the region because while it has fewer resources at its disposal than its Eastern African counterparts, it makes a more efficient use of the available resources as indicated by the fact that the Tanzanian Pac was able to carry out more oversight activities than the other PACs operating in the region in spite of having fewer resources. This evidence sustains the claim that legislators’ political will is the single most important determinant of effective oversight. On the basis of the evidence presented in the paper, we formulate two policy recommendations: that in order to secure a more
effective PAC performance, international organizations should pay greater attention to ensuring that legislators have the will to be effective overseers and that the Tanzania’s PAC needs to be more adequately staffed and resourced.

This research assesses the economic and social issues faced by middle-income divorced mothers heading single-parent families with minor children in Kazakhstan. The economic and social status of divorced-mother families in Kazakhstan is an unexplored area of research. Current Kazakhstani laws do not recognize the legal status of divorced mothers. Therefore, after divorce, a family’s status is recognized as “incomplete family.” This research provides a preliminary assessment of the economic and social difficulties faced by divorced mothers. It is the author’s goal to identify particular problem areas and policy challenges relevant to divorced mothers in the area of economic and social stability. Interviews with key stakeholders were performed to 1) assess the current difficulties faced by divorced mothers, 2) identify the conditions of legal support offered to divorced mothers that face problems recovering alimony payments from their ex-partners, and 3) understand the extent of social support that divorced mothers receive from the government. This research concludes with an offering of numerous policy recommendations for each of the major issues identified.

The study is aimed at comprehensive overview of the current external debt management policy in Kazakhstan. As a new modern state with ambitious strategic vision of becoming one of the most developed countries by 2050, Kazakhstan has to introduce sound external debt management institutions and ensure implementation of the effective policy. We examined the structure of statutory bodies engaged in external debt management and assessed their efficiency in regard to the current economic situation in Kazakhstan. The analysis defined positive and negative results of the external debt management policy in Kazakhstan. Philippine external debt management policy of the 1970-1980s was used for development of a new framework for Kazakhstan due to similarities in economic polices focused on attraction of foreign investments and infrastructure development. This framework was adapted to the established political and economic structure and its legislative base in Kazakhstan. The results of this study introduce the external debt management policy with excluded existing gaps in competencies and cooperation among public authorities, and statutory regulations on external debt in Kazakhstan.

Should Kazakhstan join a monetary union?

In order to answer whether Kazakhstan should or should not join a monetary union, this
project gauges the practical ideal type of a monetary union that brings a fair, stable and
prosperous exchange rate arrangement. In doing so, it reveals common criteria of such
union via careful literature review. Then it compares Kazakhstan‟s current state against
these practical criteria using necessary research methods. The evidence suggests that a
monetary union within the EAEU is considerably far from its practical ideal type, as most
of the revealed criteria are not fully satisfied. Thus, a monetary union within the EAEU
would not be feasible for Kazakhstan. Nevertheless, a monetary union between Kazakhstan and Russia might become feasible, but not necessarily beneficial for Kazakhstan in the long-term perspective. These countries might actually experience endogenous real convergence if necessary institutional reforms were made in both countries, thereby increasing the sustainability of a fixed exchange rate arrangement between them.

Studies show that children greatly benefit from participating in after school activities: they succeed academically and socially, and are less likely to engage in wrongdoing. There is, however, little information on after school programs in rural Kazakhstan. The goal of this comparative study is to describe and explain how after school programs in rural Kazakhstan are implemented. For this purpose, two villages (in Akmola and Karaganda regions) were visited to collect data from local authorities, schools and parents. While the findings revealed some minor differences, they supported the main assumption that the situation in rural after school programs is poor and that, in fact, there are no significant differences in engaging children after formal school hours in both communities. Recommendations for national and local authorities include adequate funding, focusing on enabling environment for after school programs; increasing residents’ participation in school activities and local governance; building partnerships with academic institutions and other.

On May 2015, Kazakhstan made effective the “2015 Islamic Finance Amendments”. According to a Baker McKenzie 2015 Legal Report, this contains a “legal basis for provision of certain new Shari'a compliant services, in particular, Islamic insurance (takaful), Islamic leasing (ijara) and Islamic banking operation, and the commodity murabaha (tawarruq)”. Also, with the launch of the Astana International Financial Centre (AIFC) this 2018, a center poised to be a regional Islamic Finance hub, the government of Kazakhstan is indeed working towards increasing the presence of Islamic Banking in the country. The present research aims to investigate whether the employees of “Bank RBK” JSC possess the values prescribed by Islamic work ethics. By focusing on the significance of work ethics, this research also intended to examine the effect of Islamic work ethics on work connected results that contain job performance and organizational commitment on the example of the largest bank in the United Arab Emirates (UAE), Abu Dhabi Islamic Bank (ADIB).

The topic of achieving sustainable development and growth in natural resource abundant countries has received considerable attention from scholars and policy makers alike. Most commodity exporters have followed a variety of policies and recommendations in numerous attempts to achieve economic growth and spillovers to the rest of the economy. This Master thesis argues that industrial development should start from development of a competitive mining sector. Kazakhstan has abundant mineral and hydrocarbon base. While its oil industry is relatively developed, the mineral sector has not achieved its potential despite the large reserves. Large parts of the current mineral legislation and tax regime are uncommon in an international practice and deter investment. This Master thesis carries out a comparative analysis of the Kazakhstan’s mining regime in terms of legislation, fiscal framework, and non-tax benefits. The paper makes recommendations on changes that should be made to achieve a world class mining industry and mimic the development path of resource rich industrialized countries.

In the modern day world, increasing number and power of vehicles on the road has caused road casualties number to increase rapidly. The World Health Organisation (WHO) provides that 1.24 million lives were lost worldwide to road accidents in 2010 and this number is expected to rise to 1.9 in 2020. In modern-day Kazakhstan increased car ownership has followed economic growth pattern throughout the XXI century. This has in turn caused increased number of deaths from road accidents per capita - the statistic peaked at 28.19 per 100,000 of population in 2008 (from 18.47 in 2003). In this regards Kazakhstan measured poorly both against close neighbours and other countries, both developing and developed. The cost of road casualties expressed as a factor of value of human life lost or impaired, loss of productive capacity, loss of human consumption, medical and other related costs has the potential to undermine the country’s capacity for sustainable development.

This paper is focused on assessing the chances of the recently announced project of establishing Astana International Financial Centre (AIFC). At the same time Kazakhstan already has an unsuccessful attempt with the regional financial centre of Almaty. But this time the idea of AIFC sticks to the successful DIFC (Dubai) model with all its respective features as an anchor benchmark. Having some country specific differences between United Arab Emirates and Kazakhstan perhaps it is not enough just to make a copy of the center’s model, it’s also important to take into account characteristics of their economy and policy. To take into account other benchmarks like Singapore or Hong Kong would also make sense. The chances of Astana to become an IFC for the target region should be performed in comparative perspective having in mind the long lasting plans of Turkey and Russia to establish Istanbul and Moscow IFCs. Thus the research will be based on cross-country comparative study in following directions: with benchmark models of Dubai and world’s top IFCs; with competitive models such as Istanbul and Moscow and other countries of the target region (Eurasia). The research should be a supportive tool for strategic policy planning and decision making.

Kazakhstan's ultimate goal for the next 20 years is to become one of the most economically successful top 30 countries in the world. In order to get onto that list, the President of the country, on a regular basis, sets goals that should be achieved by politicians, businessmen, scholars, students and others. One of the latest goals was the introduction of 5 reforms in 2015 that included a huge transformation of the civil service. The reform was aimed at creating a professional and effective civil service free from corruption, nepotism, and tribalism, with bright leaders who will guide the country towards success and prosperity. Thus, political stability will gradually result in economic success. The focus of the civil service reform was the implementation of principles of meritocracy. Meritocracy guarantees that access to the civil service will be equally given to everyone interested in working for the government and who has the proper qualifications. Promotion should be based on their merits ignoring things like subjectivism, nepotism, corruption etc. On the basis of the reforms, the government has introduced new law ‘On civil service’. Thus the main objective of this thesis paper is to investigate whether the principle of meritocracy has been introduced and implemented in the civil service of Kazakhstan. Using the example of the Ministry of Foreign Affairs of Kazakhstan I have researched whether the results of this process have been successful or not. The primary source of data is interviews conducted with the representatives of the MoFA. The results of the interviews showed interesting findings regarding merit-based and non-merit basedpriniciples of recruitment and promotion in the MoFA. According to the interviews one of the important factors besides merits is professionals networking connections which can play crucial role in the candidate’s recruitment and promotion. The implementation of a meritocracy will contribute to the building strong government institutions free from corruption and will also support Kazakhstan’s economic development.

Problems of Employment for physically disabled people in Astana

The problem of low employment rate of physically disabled people (PWDs) is present in Kazakhstan, particularly in Astana, and requires changes. Despite the existing national and international legislations, the level of employment of PWDs is low. Consequently, the problem requires considerable attention in order to analyze the existing barriers. The given policy analysis exercise (PAE) will try to address this issue through a primary research. Interviews with PWDs, state institutions, NGOs and telephone surveys with employers were conducted to understand the barriers in employment of PWDs in Astana. The lack of education was identified as the main barrier impeding employment of PWDs in Astana with other factors such as access to infrastructure and discrimination also contributing to the low employment rate. The PAE will conclude with the recommendations based on the analysis of legislation and the information obtained from above-mentioned stakeholders.

The current Ethical code of civil servants and new institutions such as Ethic Councilor and Council of Ethics under each governmental body were devoted to create the high standards of conduct and behavior among Civil Servants (CS’s).
Building on the work by Mancuso (1993, 1995) and Pelizzo (2008), the paper presents ethical preferences of civil servants of the Ministry of Investments and Development of the Republic of Kazakhstan.
According to the results of the study, it was revealed that the ethical preferences of officials are not homogeneous, which creates problems for the introduction and implementation of ethical reforms. Findings resulting from the literature review and qualitative research indicate that there should be strong commitment starting from the top and appropriate structural reforms for the successful ethical code functioning.

This study is aimed to demonstrate effects brought by project management to the public area of Kazakhstan within the framework of the Third modernization of an economy. In this context, project management is a tool to achieve priority growth rate of the economy of Kazakhstan through the efficient and timely implementation of the project portfolio of the Government of Kazakhstan. Herewith, favorable results can be met only in a condition of proper introduction and implementation processes. In that regard, the focus of the research was set to identify current issues in the process of introduction of project management in the Government of Kazakhstan and develop possible recommendations for public administrators. The study started from the review of current problems in the system of public administration in Kazakhstan and review of primary project management and delivering results’ methodologies. Consequently, we studied the structure of the Government of Kazakhstan with an application of project management tools. Based on the information above and data, we derived three criteria and eleven sub-criteria for a public sector that are influenced by project management approach: system criteria, operations criteria, and human capital criteria. To determine effects on these criteria in public administration system in Kazakhstan, we collected information based on the survey, direct meetings and phone calls, from the public and quasi-public servants, who are directly engaged in the projects of the Government’s portfolio. After the processing of collected information, we estimated effects of the introduction of project management and delivering results on public administration’s processes in Kazakhstan. Final recommendations provided for the further improvement of the current system of public administration.

Limited opportunities for citizens to participate in decision making in Kazakhstan is a legacy of the soviet history of Kazakhstan. In an attempt to enhance citizen engagement, Kazakhstan has established a new system of Public Councils from January 1, 2016. Public Councils are proposed as autonomous and independent bodies set up to ensure accountability of all government agencies at all levels, which is based on the extensive participation of NGOs and citizens in the decision-making process. The regulation on introduction of the Public Councils states that their common goal is to increase the efficiency, openness and transparency of public bodies and local self-government. The way to achieve that includes protecting public interests, increasing public confidence and trust in the government actions and involving the public in the process of fighting corruption. This is an extremely ambitious but quite innovative agenda for change. At the same time, if properly implemented, Public Councils would enable a clear mechanism of participation from the bottom up instead of the top down. Due to their quite recent introduction, there is no research on whether Public councils provide an effective mechanism for public participation and accountability of state bodies in Kazakhstan. Effectiveness of Public Councils as a mechanism for citizen engagement in local policy making

Governments are responding to growing pressure to increase accountability, transparency and citizen engagement. A review of citizen engagement literature reveals various ways of interaction between government and citizens, and also highlights the importance of holding government accountable and open for inclusive economic growth and social well-being. In this regard, in December 2015 Kazakhstan approved the timely Public Councils’ Law to enhance the transparency of state decision making and promote citizen engagement. In this paper, the focus is on how public councils have been effective in fulfilling their role as a consultative mechanism for government oversight, and identification of barriers and catalysts for successful implementation of Public Councils. In order to achieve these objectives, OECD evaluation framework with ten suggested criteria on government-citizen engagement were used on Public Council of Almaty city and Atyrau region. The findings state noticeably different implementation of Public Councils in Almaty city and Atyrau region mainly because the Law is quite general, and thus allows room for different interpretation. Qualitative research methods such as interviews with Public Council members, observations by attending Public Council meetings and secondary data analysis were used to collect the data for the research. Furthermore, evidence obtained from the research proposes recommendations on amendments to the Law and specific suggestions on operational improvements of the work of Public Councils.

After being a country with a powerful presidential system for last 26 years, Kazakhstan introduced a few but essential changes into its constitution this year. As a democratic country, Kazakhstan has undergone several significant constitutional reforms since its independence from the Soviet Union. The last one had occurred recently when the President of the country, Nursultan Nazarbayev, offered a transfer of power from President’s Administration onto Parliament and Prime Minister’s Office of Kazakhstan. The aim of these recent changes was to strengthen the Parliament’s role in dealing with legislations and make Prime Minister's Office more independent in developing a social and economic condition of the country. Indeed, president of the country wants to make ministries of the Republic of Kazakhstan to be more independent and strong in solving the inner problems of the country, while he is focusing on more global issues. Thus, the president’s decision to distribute the power was made only to improve and develop the state’s current political and economic conditions. Since good governance is the key to economic development, this decision of N.Nazarbayev was supported by many actors in the country including the "Nur Otan" Democratic People's Party (Nur Otan). Implementation of meritocracy in the public sector of Kazakhstan

Kazakhstan's ultimate goal for the next 20 years is to become one of the most economically successful top 30 countries in the world. In order to get onto that list, the President of the country, on a regular basis, sets goals that should be achieved by politicians, businessmen, scholars, students and others. One of the latest goals was the introduction of 5 reforms in 2015 that included a huge transformation of the civil service. The reform was aimed at creating a professional and effective civil service free from corruption, nepotism, and tribalism, with bright leaders who will guide the country towards success and prosperity. Thus, political stability will gradually result in economic success. The focus of the civil service reform was the implementation of principles of meritocracy. Meritocracy guarantees that access to the civil service will be equally given to everyone interested in working for the government and who has the proper qualifications. Promotion should be based on their merits ignoring things like subjectivism, nepotism, corruption etc. On the basis of the reforms, the government has introduced new law ‘On civil service’. Thus the main objective of this thesis paper is to investigate whether the principle of meritocracy has been introduced and implemented in the civil service of Kazakhstan. Using the example of the Ministry of Foreign Affairs of Kazakhstan I have researched whether the results of this process have been successful or not. The primary source of data is interviews conducted with the representatives of the MoFA. The results of the interviews showed interesting findings regarding merit-based and non-merit basedpriniciples of recruitment and promotion in the MoFA. According to the interviews one of the important factors besides merits is professionals networking connections which can play crucial role in the candidate’s recruitment and promotion. The implementation of a meritocracy will contribute to the building strong government institutions free from corruption and will also support Kazakhstan’s economic development.

Twenty-five years after the Republic of Kazakhstan became independent ‘almost by accident’, the continuous improvement of the country's governance system is on the top of its political agenda. Over the last years, decision-makers in Astana have been working hard to improve Kazakhstan’s governing structures on all levels, realizing that the future development of the country depends on the quality of political decision-making, effective policy implementation, and accountable communication between the state’s institutions and citizens. Especially the latter point has been highlighted as crucial for improving the young Republic’s democracy, and for making it last. In this thesis, we study President Nursultan Nazarbayev’s recent decision to transfer central aspects of presidential power onto other branches of the government, thereby strengthening the role of the Parliament as the supreme representative body exercising legislative power. To do so, we analyze the most recent wave of constitutional reform from the perspective of the government, citizens, and the international community; and compare developments in Kazakhstan with similar reforms taking place in other countries. To contextualize our claims, we also explore the constitution of Kazakhstan, paying special attention to how, when and by whom it was written, and what kind of amendments were made to it over time. The main Research Question of this thesis is why and by whom recent constitutional reform were initiated, and whether they were participative or responsive in nature. In answering this question, we attempted to measure the effectiveness of implementing recent reforms through conducting surveys among interested groups, opinion polls, and analysis of other data sources. On the basis of these data, we consider whether – and if yes, how - recent reforms will give impetus to the development of democratic structures in Kazakhstan, and contribute to the well-being of its people....

The international experience argues that small and medium enterprises (SMEs) play a critical role in economic development of the state. Over the years Kazakhstani policy-makers adopted various government support programs intended to assist, advise and facilitate SMEs’/entrepreneurs’ activity in the country. However, despite loads of government efforts to support vulnerable business entities in the country, Kazakhstani SMEs still face a lot of barriers and problems.
The main objective of the research project is to explore the challenges of supporting SMEs/entrepreneurs in Kazakhstan within “Business Road Map 2020” State Program (BRM-2020 or Program) through examining to what extent the state support is accessible for Kazakhstani business entities and diagnosing the main problems that arise during the realization of the Program. This allows identifying the gaps and drawbacks in the Program implementation, which need to be addressed for improvement of the effectiveness in delivering the state support.

Technical modernization of court rooms for increasing trust of citizens

The research studies the effectiveness of the project in the form of video and audio recording systems that were established in all court rooms within the nation plan “100 concrete steps”. The paper reflects the main problems that people faces with during the trials such as unfair judge decision, transcript falsification, incorrect behavior of the court stuff and so on. New technologies were introduced to the Judicial systemin order to solve mentioned problems. However, the practical usage showed all defects of the project systemas well as the legislation amendments. The comparison of the surveys conducted within this research in 2017 and the research conducted in 2012 shows negative indicators on trust of citizens in Judicial system of Kazakhstan.

Performing of strategic tasks for development of a country, such as modernization and conversion of its economy into the innovation vector, improvement of the level and quality of life of the population requires the search for effective management models that are adequate to the modern economy. At the same time, improving public administration focusing on the concentration and rational use of scarce resources (financial, investment, human, managerial, etc.) in public and private sectors play an important role in these processes. As demonstrated by successful world experience, the implementation of a project management approach to the activities of government organizations helps to solve these problems. In this connection, the main features and advantages of this approach, distinguishing it from the current practice of organizing the activity of public authorities are analyzed in this thesis, and the peculiarities of development of studies and practice of project management in the world are presented. The main "generic" features of a project as a basic category of the concept and its classification have been identified. The authors while studying the existing publications and domestic experience have revealed a number of problems hindering its implementation in the public organizations. Finally, measures encouraging the formation of favorable conditions for the implementation of project management approach as a tool, allowing to improve the efficiency of public management in Kazakhstan have been proposed.

Government-media relations in crisis communication in Kazakhstan

Over its relatively short independence period (since 1991) Kazakhstan has suffered from a number of natural and human-made crisis events. Nevertheless, there are only a few materials and academic analysis about crisis management in Central Asian countries. This study contributes to the knowledge about crisis communication efficiency through the lens of the mainstream and social media relations of the Kazakhstan government. It addresses the question of how the collaboration of the government with traditional media affects the content of publications in social media during crisis situations. This paper is based on the analysis of media content during two cases: terrorist attacks in Aktobe and in Almaty cities in 2016. The findings of this research indicate that social media has greater informational impact during crisis situations. The conducted analysis confirmed that delayed or inaccurate information provided to the traditional media by government during crisis events triggers critical materials or negative publications by social media users. Moreover, primary data analysis identified some important factors affecting the dissemination of negative, unreliable and fake information in the social media during crisis situations such as massive release of unreliable information by individuals via social networks, delayed provision of the official information by the authorized bodies, bureaucratic procedures hindering the communication process, lack of public trust and, finally, lack of government openness and transparency. Based on the qualitative analysis of primary and secondary data the paper suggests Kazakhstan Government developing specific crisis communication rules with mass media for the authorized state bodies, expressing personal empathetic attitudes by state officials in their speeches and reports, and empowering Government official representatives with more autonomy in sharing relevant information with stakeholders.

This study examines the role of NGOs in enhancing criminal justice system in
Kazakhstan by conducting a case study of the National Preventive Mechanism.
Since the entire Central Asian region is largely overlooked in researches on the
role of NGOs in criminal justice sector, the authors also suggest an original
analysis of NGOs networking in criminal justice sector through the National
Preventive Mechanism in Kazakhstan.
After reading this paper, the person who reads will have an enhanced and clearer
picture of NGOs role in criminal justice system in Kazakhstan, together with the
characterization, environment they operate in, challenges they face, including
some suggestions to further studies.
Due to in-depth analysis, it became possible to understand the role of NGOs in
criminal justice system in Kazakhstan, which has a significant impact on
achievement of goals of the Optional Protocol to the Convention against Torture
(OPCAT) and other Cruel, Inhuman or Degrading Treatment or Punishment

Accessibility of the state financial support for small farmer households in Kazakhstan

This paper analyses the process of provision of financial support of the small farmer
households by the Government of Kazakhstan. It describes the activities of JSC Fund
for Financial Support of Agriculture, as a quasi-sector organization, which provides this
financial support; the Farmers Union of Kazakhstan, which presents the interests of
farmers; and small farmer households who are the recipients of financial resources. The
primary data was collected in the forms of interviews with main stakeholders. The
secondary data was represented as the statistical information, reports and international
experiences in the literature review. This paper draws the current situation in
Kazakhstan in the field of state financial support for small farmer households. The
results of the interviews identified the common and non-common factors, which have
affected the accessibility of state financial support for farmers. The analysis of key
findings showed that the policy-makers are fully aware of the challenges for farmers.
Moreover, the Government of Kazakhstan addresses much money and other resources
to deal with them. Nevertheless, we conclude that the main obstacles to access to state
financial support in Kazakhstan are complicated bureaucracy, low valued collateral in a
rural area, and lack of business knowledge and skills among the farmers. Based on the
key findings of this research, we recommend farmers to unite into farm cooperatives; in
addition, the Government should continue to develop the digital technologies, and
introduce large-scale educational programs.

Background. Ambient air pollution causes increased mortality from diseases of the circulatory and respiratory systems. The recent Global Burden of Disease study ranked exposure to the ambient particulate matter pollution as one of the top five reasons of premature mortality. Only high blood pressure, smoking, high fasting plasma glucose (prediabetes), high body-mass index and childhood undernutrition were ranked higher than ambient particulate matter. Exposure to the ambient air pollution was attributed to 4.2 million premature deaths worldwide. The overall burden of disease was considerably larger than from such diseases like malaria and HIV-AIDS combined which were attributed 1.5 million deaths combined.
Methods. We estimated burden of disease attributable to ambient air pollution across regions and two major cities of Kazakhstan for the years 2005, 2010, and 2015. We conducted spatially resolved analysis at 0.01 x 0.01o (~1 km) grid resolution. By applying the Global Burden of Disease study methodology we calculated relative risks of premature mortality among four disease endpoints – namely ischemic heart disease, stroke, chronic obstructive pulmonary disease, lower respiratory infections.
Findings. In 2015 there were total 5970 ambient air pollution attributable mortality cases, 6178 cases in 2010 and 9698 cases in 9698. There was a downwards trend for ischemic heart disease and stroke. Mortality from chronic obstructive pulmonary disease, and lower respiratory infections are on rise. Western and South regions of Kazakhstan are found to be the most polluted areas of the country. During the period of our study there was little change in ambient air pollution attributable mortality. Our sensitivity scenarios showed that pulmonary diseases are the most responsive to the changes in air quality

The purpose of our study is to analyze the effectiveness of the DAMU State Program for the provision of financial support to SMEs. We used an inductive grounded theory approach to build qualitative case study design research method by analyzing the primary data. The data were collected through a semi-structured interview from four randomly selected SMEs in various sectors such as trade, agriculture, and two from medical. Based on data analysis we found out that SMEs are using benefits of the financial support of the DAMU State Program as intended and generally satisfied with conditions and procedures. We provide practical recommendations based on our findings. This study contributes to government officials, policy makers and SME top management to enhance effectiveness and efficiency of their decisions.

Our Master’s Project is focused on analyzing current government policy on the distribution of grants for research projects administered by the Ministry of Education and Science of the Republic of Kazakhstan. More specifically, our study is aimed at evaluating the quality of research and productivity of state-funded research projects through assessing their publication activity. We test the hypothesis that research projects, which received high peer-review scores for research proposals are more likely to publish their results in “non-predatory” peer-reviewed journals of Scopus. This study employs a quantitative research method in the form of a multiple regression analysis accompanied by the quantitative analysis in the form of stakeholder interviews. Based on the obtained results, the authors suggest some policy recommendations that will contribute to the increase of effectiveness and transparency of state-funded research, implementation of adequate policy-making, and assurance of research integrity in Kazakhstan.

Privatization in Kazakhstan: success or failure?

The current research has been conducted with the aim to determine whether Kazakhstan should continue its privatization program by providing information and evidences on its outcomes. Moreover, the objective was to form a set of recommendations based on produced analysis. The research question has been formed as follow: Should Kazakhstan continue its privatization program?
The research question has been answered using combined analysis of primary and secondary data from the selected companies. The questionnaire has been used as a basis of primary data analysis and financial position analysis as a source of secondary data analysis. Respondents have been selected on the basis of convenience sampling method and taken as 20% of total number of employees of each company. The secondary data analysis targeted on acquiring any evidence of shifts in the financial position and performance associated with privatization.
The secondary data analysis results demonstrated that top management of both companies were concentrated more on strengthening the financial positions in the year of privatization and the result display positive trend. The primary data analysis, on the contrary, showed negative effects of privatization on employees of both companies in terms of salary and staff size changes. However, overall perception of privatization as a process by employees was positive. The acquired results led us to a conclusion that Kazakhstan should continue its privatization program. However, the preceding stage of selling out the shares to potential shareholders should include the binding contractual terms that have to take into account the stability and basic needs of a crucial stakeholder group, namely employees.

This project aims to identify the comparative advantage of the Baikonur cosmodrome in the global space industry. The project study includes the prospects for the development of the Baikonur cosmodrome as a community and aerospace center. The research analysis focuses on the Baikonur cosmodrome’s financing, technological, scientific utilization and identification of comparative advantages of the cosmodrome based on comparative advantage framework.
The recommendations suggest to increase financing, promote private sector participation and further international engagement. Currently, Russian Federation is one of the active international participant.
The research findings observed that the Baikonur cosmodrome has four comparative advantages such as its geographic location, reliable technologies, skilled workforce and potential area for international cooperation.
This paper aimed to provide Baikonur cosmodrome’s comparative advantages in comparison with other international space ports.

The study evaluates the effectiveness of using digitization tools in secondary education
based on the interviews and surveys collected from teachers and directors of various
schools in urban and rural areas of Kazakhstan. In general, the findings reveal that in the
current period the government failed to ensure the successful implementation of digital
tools into school curriculum. In particular, the estimates reveal that teachers find it
inconvenient to use the digital tools both during their teaching and for the aim of
keeping a record of marks, homeworks and schools rapports. The findings also
identified that the main reasons for ineffectiveness of state digital program is computer
illiteracy among teachers, poor provision of technical assistance in schools and lack of
Internet access.

This research studies public service motivation factors in Astana. Since it is the administrative center of Kazakhstan, which is a highly centralized state, and is the second largest city in the country, this study can be representative of the public service overall in Kazakhstan. The research was carried out by conducting survey among employees of Kazakhstan Industry Development Institute and current and former students of the Master of Public Administration program of the Nazarbayev University. The survey consisted of six questions – control questions on gender, age, type of organization of employment, length of work experience and type of position of employment – and a question on evaluation of importance of factors of PSM. Based on the theory, it was assumed that more preference for the latter, than to the former, would indicate higher degree of PSM among respondents. As a result of the research, it is established that, when not controlling for the types of organizations, both extrinsic and intrinsic motives were rather not important, than important for the population in explaining its job motivation factors. However, when controlling for the types of organizations, it is established that employees of state and quasi-state organizations demonstrate greater preference for extrinsic, than for intrinsic motives. In addition to the above result, the study also found that in Astana females tend to exhibit a higher level of public service motivation than males and that employees at managerial positions show propensity to exhibit higher level of public service motivation, than employees at non-managerial positions.

This study analyzes the factors affecting the choice of Astana public transport passengers to use or not to use the electronic fare collection system introduced by city authorities in the end of 2016. Particularly it aims to identify the reasons leading to either choice. For the purpose of the study, we have conducted a survey of 103 people at the bus stops in different parts of the city. The study also presents some additional findings based on the closed ended questions of the survey which may of particular interest to the decision and policy makers. The results of the analysis show that the main reasons leading people to use the electronic fare collection system are its convenience, profitability and benefits to targeted social groups. Whereas the main reasons refraining commuters from using it are absence of need, lack of interest and a person’s being not a frequent user of public transport.

Identification of policy agenda in Kazakhstan via analysis of the annual presidential addresses and its (in) adequacy in the light of quality of state governance

Setting a policy (or public, national, legislative) agenda is the most important source of presidential duties. It is done in order to influence and stimulate the relevant stakeholders of a public system for consideration of issues of specified polices. Among these stakeholders typically are governments, nations, media, Parliament and so on.
In Kazakhstan this presidential duty or power is constitutionalized and implies that the Kazakhstani president regularly or annually addresses to citizens with a message about current circumstances in the country and shares the core guidelines of the domestic and international policies. Such constitutionalized opportunity is called the annual presidential address (or APA for short) and considered ad a major presidential communication tool for setting public agenda. Therefore, the already delivered 22 APAs are adequate source to identify how the Kazakhstani public agenda has been changed throughout a long-term period (over 20 years – from 1997 to 2018) in order to further explore how the annually set policy agenda have been reflected on the quality of governance over long-term period.
This research’s results demonstrate that in comparison the domestic policy agenda has been dominant over the international policy agenda. Precisely, 92% of the contents of 22 APAs has been devoted to domestic policy agenda versus 8% - on the international one. In the domestic agenda, main attention has been spent on the Economic and Social issues rather than on the Administration and Democratization issues - 41.59% and 32.06% versus modest 11.87% and 6.90% respectively.
The relevance of the annual policy agenda to the state governance is explained by possible reflection the former to the latter’s quality. Basically, the state governance is “…the process by which governments are selected, monitored and replaced; the capacity of the government to effectively formulate and implement sound policies; and the respect of citizens and the state for the institutions that govern economic and social interactions among them.” (The World Bank, 1996).
With respect to Kazakhstan from 1997 to 2017 3 out of 6 dimensions of state governance (1)-“Political Stability and Absence of Violence/Terrorism”, (2)-“Government Effectiveness”, (3) “Rule of Law”, and (4)-“Regulatory Quality” have been improved - over 45% out of 100%. While 2 rest dimensions as (5) “Voice and

Accountability”, and (6) “Control of Corruption” steadily demonstrate low performance (up to 25%).
According to the findings relatively heterogeneous non-rapid (60% maximum) and low (no more 25%) indicators of the quality of the governance in Kazakhstan reflect the constant stable focus of the annual policy agenda on the economic and social policies (41.59% and 32.06%). Additionally, within the annual policy agenda there have been relatively modest focus on the administration and democratization policies purposes of which relatively more associated with the good governance. Therefore, it is assumed that the aims of annual policy agenda could be reconsidered shifting from long-term focus on economic and social policies in order to advance quality of the governance in Kazakhstan.

This article provides a reflective analysis of a local scholar on methodological challenges of conducting research in Kazakhstan — a post-Soviet, authoritarian, Central Asian country. It specifically addresses the problems of getting access to government officials and the quality of data, describes the strategies applied by the researcher to mitigate these obstacles, and discusses the impact of the political environment on decisions relating to the research design, ethical integrity, safety of participants and researchers, and publication dilemma. This article will be of interest both for researchers who are doing or planning to conduct research in Kazakhstan and Central Asia and those who are researching in nondemocratic contexts as methodological challenges of an authoritarian regime stretch beyond the geographical boundaries.

Agricultural water and energy management in Tajikistan: a new opportunity

Agricultural water use in Tajikistan is largely based on mechanized irrigation pumps. The farming community cannot afford the cost of the energy used for pumping, resulting in large debts to the service provider. We propose limiting pumping facilities for five years in exchange for energy export to neighbouring countries. The energy export could cover the annual pumping expenditures, pay off agricultural debt and partly rehabilitate the irrigation network. We suggest three scenarios with different pumping energy reductions, and the relevant technical parameters of the set-aside scheme are assessed.

Different indicators and indexes have been introduced to assess the most vulnerable aspects of water use in this region. This can result in diverging perceptions of the water security situation in policy dialogues, also affecting bilateral and multilateral relations among the countries in CA. In this study, we conduct a bibliometric review on the approaches and methods that directly or indirectly touch upon the water security perceptions in CA. We employ data mining techniques to explore trends in the conceptualization of water security in the region since the breakup of the Soviet Union by also identifying the water interests and priorities set by each country. The findings reveal that within the last decade, the water security-related studies have given much importance to technical and infrastructural means to protect human livelihoods against global environmental changes but also to foster economic growth. The water governance and management aspects are largely overlooked in favour of more techno-centric approaches. These findings are expected to clarify further the perception of the water security concept within CA by indicating the geophysical, institutional, and historical challenges that need to be met for a mutual understanding among the countries in the region.

The human trafficking is one of the most profitable international crimes. Unfortunately, Kazakhstan is among notoriously known countries where human trafficking takes all possible forms. Being a country of origin, destination and transit, despite all the anti-human trafficking measures, this year Kazakhstan has been placed on the 2nd “tier” list of countries according to the Report of the US Government. It indicates that undertaken measures are not sufficient and the situation has deteriorated. One particular issue is that statistically the numbers of human trafficking cases are decreasing, which does not fit into preliminary information about increasing migration flows, the establishment of a whole Interdepartmental Commission on combating illegal export, import and trafficking in human beings and a major increasing concern about this issue by the Government.
The goal of this study is to determine what are the factors that cause or influence distortions in the real numbers of human trafficking. For the purposes of this research several focus groups of respondents were interviewed in order to get a maximally full understanding of the reasons for these distortions. Lawyers, police officers, rehabilitation centers, NGOs and members of the Interdepartmental Commission altogether provided valuable insights.
Our research findings allowed us to establish four main groups of factors - legal, social, economic and political - that have a negative impact on the process of detecting and investigating human trafficking cases, and as a result on a statistical reflection of these crimes. Precise recommendations are proposed as possible solutions on how to improve the system and dismantle future mishaps in recording data.

In September 2019, the President of the Republic of Kazakhstan in his address to the Nation mentioned the possibility of using pension savings for buying a house or educational purposes and the reform of the pension system in general. The proposal was met by heated debates that mainly took place in the social media. However, lately, various proposals for reforming the pension system of the Republic of Kazakhstan have been vigorously discussed. The Singapore model is most often mentioned as a model of pension system and pension savings. One of the advantages of the Singapore model is the withdrawal of funds for purchase of housing, medicine or to pay for education. At the same time, different opinions are expressed regarding its feasibility and possible implementation in Kazakhstan.
This study was aimed to analyze the issue of how applicable the Singaporean pension system for reforms in Kazakhstan. In general, this study is based on the qualitative analysis of primary and secondary data. As part of this work, 10 semi-structured interviews were conducted with a range of local and international experts. In addition, a survey of the population was carried out regarding the planned pension reform in Kazakhstan. To determine the opinion of the population and conduct an analysis, two cities were selected (one city with population incomes higher the average national level and a city with population incomes below the average national level) Nur-Sultan and in Ust-Kamenogrosk. Also, an in-depth analysis of secondary data regarding the impact on the planned reform of the main features of the functioning of the pension system of Kazakhstan, the state budget, demographic changes was carried out, as well as a comparison with the Singapore model.
The findings of the study show public attitudes towards the President's initiative, and the findings of this research indicate that there are other important factors that will have some influence on the successful implementation of the Singaporean model. Based on the analysis and the results of the study, policy recommendations were given to the Government of Kazakhstan, as well as lessons we can draw from the experience Singapore’s retirement funding system to refine Kazakhstan’s pension and social protection systems.

Kazakhstan faces significant challenges in the field of mental health care and currently, there is an ongoing reform, which aims at improving the overall situation with the provision of quality care and transforming the Mental Health Centers throughout the country.
This master’s project is a cross-sectional comparative case study of the organizational changes in two Mental Health Centers of North and East Kazakhstan Oblasts, which are taking place as part of the ongoing reform. The main goal of this study is to determine and analyze the key factors that have affected the organizational changes, as well as evaluate the differences in organizational changes between the two selected Mental Health Centers using such data collection methods as survey and in-depth interviews.
The research findings of this study have demonstrated that the Mental Health Center in the East region experiences more challenges in organizational changes than the Mental Health Center in the North. Moreover, this research has shown the importance of such factors of organizational change as effective communication, commitment to changes, top management support, provision of resources and effectiveness of institutional changes. This paper’s main research area is the extent to which carbon pricing has an impact on Kazakhstan's oil & gas industry. For this purpose, the research overviews the necessary energy policy reforms considering climate change issues and addressing the economic and social impacts of such reforms around the globe. It closely analyzes carbon pricing, particularly the emission trading systems of the world.
The research identifies that Kazakhstan faces serious environmental issues and works on resolving it through environment-oriented policies and the Kazakhstan Emission Trading System (KZ ETS). The energy sector is the main emitter of greenhouse gases, and oil & gas sector is responsible for approximately 45% of energy consumption. Since the oil & gas sector is a private sector with access to international expertise in sustainability knowledge and sufficient funds to modernize equipment and introduce new technologies, it was chosen as the target for this research.
Research conducts the overview of the KZ ETS system with references and comparisons to the international experience. It conducts the qualitative research in the form of interviews with the sample of specialists from the field of oil & gas, environment protection and state administration to identify the issues of KZ ETS and its potential to influence oil & gas companies.

The frequent instability of world commodity prices and recurrent crises have forced Kazakhstan to restructure its economy and move away from the extraction and export of raw materials. These occurrences prompted Kazakhstan to undertake an exploration of potential strategies that would optimize economic outcomes, therefore introducing preferential lending programs.
Existing theories and concepts emphasize the significance of government incentives promoting the automotive industry for technological, economic, and industrial advancements. Study findings analyzed the efficacy and practices of various automotive industries in different countries. Our theoretical framework illustrates how preferential lending, influenced by international experiences and government policies, contributes to the development of the automotive sector in Kazakhstan.
Paradoxically, limited research on the concentration of the car loan market and the effective implementation of preferential lending programs in Kazakhstan seems to exist. In this regard, employing a descriptive and comparative research approach through the utilization of surveys, collected from the public, stakeholders, and experts, enabled the gathering of relevant data regarding the respondents' perceptions of the goals and effectiveness of the preferential car loan program (hereinafter - the Program).
Our survey revealed the need for a more precise definition of the Program's goals. The survey results showed that most of the respondents perceive the Program primarily as a tool to help citizens buy cars and support the domestic auto industry while others recognize it as harming the environment.
Our project proposes recommendations to improve the efficiency and transparency of the Program. These include defining objectives, introducing digital solutions, enforcing financial controls, enhancing public awareness, preventing car price increases, incentivizing electric vehicle production, and taking a holistic approach to automotive industry development. Implementing these proposals will allow Kazakhstan to optimize the preferential car loan program and more effectively address its objectives.

With the growth of entrepreneurship globally and its potential gains to the economy and
society, governments are focusing efforts on creating the fertile ground for their talents
to innovate, grow and flourish. Acknowledging the fact that entrepreneurial activity is no
one’s priority, state policies and programs aim to foster entrepreneurial culture by easing
the burden on business creation and facilitating a supportive environment. Kazakhstan’s
policy priorities for entrepreneurship development have been on the agenda of the
government over the twenty years with major focus on advancement of the institutional
context. Progress in the development of small and medium sized enterprises (SMEs) in
the last decenniums has not yet produced results that would allow Kazakhstan to fully
benefit from SMEs contribution to employment and economic growth. Statistics on SME
performance and their contribution towards GDP falling below the national targets
reflects the necessity of further research in quest for the future success of SMEs. This is
particularly relevant with the trend in declining number of medium-sized enterprises
despite the state efforts to increase their share of contribution to the country's GDP. The
thrust of this research, then, is to examine the factors limiting the growth of small
enterprises and enhance recognition of the importance of medium-sized businesses that
is currently undervalued in state policies.

Over the last two decades, the Kazakhstan government has discussed constructing a Nuclear Power Plant (NPP) to pursue an energy security agenda and, more recently, carbon neutrality. However, government communication on this topic has been inconsistent and intermittent, and in the past four years, we observed an increase in communication conducted by the government. The NPP, being a grand project with multiple stakeholders and complex implications for the country, deserves close attention and careful consideration from the country as a whole. Thus, this paper aims to study the communication strategy regarding the construction of NPP in Kazakhstan. A modified Laswell model is used as a conceptual framework to analyze communication in terms of “Who, Says What, in Which Channel, to Whom, with What Feedback,” where the last category replaces measuring the effectiveness of communication due to its recency. Semi-structured interviews with two groups, representing government officials responsible for the communication and the expert community and civil society activists providing feedback on the communication strategy, contributed to the findings of this research. In addition, documents related to the PR campaign, the results of sociological research, and the social media pages of the primary stakeholders in communication were analyzed. The two key stakeholders responsible for the communication are Kazakhstan Nuclear Power Plants (KNPP) LLP and the Ministry of Energy (MoE). The themes they cover are energy deficiency, experts’ opinions on the NPP, peaceful nuclear, and other materials informing the population about the benefits of nuclear energy. However, the second group is quite negative about the reasons provided by the KNPP, MoE, and the government, emphasizing the lack of addressed risks and concerns. The paper ends with the relevant recommendations that seek to improve the communication strategy of the MoE and KNPP on the project of NPP.

Kazakhstan is one of China’s direct neighbors, and a prominent one by size and border. Therefore, Sino-Kazakh interactions are crucial, particularly in respect to Beijing's efforts to advance the Belt and Road Initiative (BRI) throughout Eurasia. BRI is China's economic program that connects Asia and Europe and largely provides a basis for the transfer of goods from the East to the West and likewise from the West to the East. Therefore, in the present research, an attempt has been made to investigate the factors that hinder Kazakhstan's involvement with the BRI. In this research, it was conducted using qualitative methods and using first-hand (interviews) and second-hand sources (websites, articles, scientific journals, as well media. The results of this research have shown that Kazakhstan’s engagement with the BRI is becoming more complicated in the future. Based on findings of this research, Kazakhstan engagement with the BRI can lead to the reinforcement of corruption, as well as influence of China in the country. Furthermore, Kazakhstan has a long border with China, which has strengthened the government's and the country's citizens' concern about falling into a debt trap. In particular, there will be concerns for Kazakhstan because the BRI project's implementation failed to yield the same outcome for both countries

In the search for economic growth drivers, scholars identify consistent and transparent public policy as the foundation in any stage of a country's economic development. Transparency of public decisions and policy processes leads to the trust between government and society along with the national integrity, impartiality, accountability and low corruption level. Transparent and non-corrupted governance in Kazakhstan is supposed to be achieved by the mechanism of digitalization of public services. However, Kazakhstan as a sub-regional leader in e-governance still remains the outlier in terms of corruption combating. This research is aimed at analysis of linkage between digitalization and the corruption level. In spite of an array of studies on this theme, findings still present ambiguous interpretations. Our study makes an effort to understand the impact of digitalization in public services’ field on the corruption rate in Kazakhstan over the course of the last decade.
