Purpose – The purpose of this paper is to explore the role of the national university in developing sustainable cultural heritage digital preservation practices.
Design/methodology/approach – Using Nazarbayev University in Astana, Kazakhstan as an example, this paper discusses current development of cultural heritage digital collections, and looks to the university library’s impact on nationwide digital practices development.
Findings – While the university and its digital collections are still nascent, NU will likely have a large impact on the creation of sustainable digital cultural heritage preservation practices due to its international visibility and direct connection to stakeholders.
Originality/value – Focused on developing nations, this paper will be of special interest to
librarians working in countries facing similar challenges, such as other CIS nations.

Major changes over the past decade have moved Kazakhstan and
its university students out of the old Soviet model of education and
into the realm of international scholarship. While students from
this region are being prepared in new and innovative ways, their
research needs are still unique and require a firm understanding
on the part of academic librarians. With an eye to better serving
students at Nazarbayev University, librarians undertook a usability
of the library’s web resources in February 2013. This article
presents findings from the study, which address the distinct needs
of university students from post-Soviet nations.

A pedagogical approach of problem-based learning with embedded
librarianship in several undergraduate mathematics courses is implemented
in this educational research. The students are assigned
to work on several projects on various applications of mathematical
topics in daily life and submit written reports. An embedded
librarian collaborates together with the instructor and the students
to improve the students' information literacy. Initial reaction and
anecdotal evidence show that the students' information literacy and
academic performance have improved throughout the semesters.

This particular research aims to investigate the p-index or performance indicator proposed by Prathap in 2010. The concept of analogy between such branches of physics as mechanical and electrical physics, kinetics, thermodynamics and scientometric field was assumed, and it seems to be an incredibly interesting consilience. Perceiving standard bibliometric measures as an energy which each paper carries, allow us to operate with these numbers in a new way. P index, which is calculated as p=X1/3 =(iC)1/3=(c/pC)1/3=(c2/p)1/3, where C is the total number of citations received and P is the total number of publications, were computed for 499 top productive authors affiliated with Malaysian institutuions, who were retrieved from Web of Science Database...

Объектом исследования данной работы является фонд периодических изданий и анализ формирования и использования фонда периодических изданий в научной библиотеке высшего учебного заведения.
Цель данной работы проанализировать технологию формирования и использования фонда периодических изданий в научной библиотеке Казахского Агротехнического университета им. С. Сейфуллина.
В работе рассмотрены история появления, эволюция, виды, и современная структура периодических изданий. Рассмотрено формирование и использование фонда периодических изданий, а также технология комплектования, подписка и характеристика состава фонда периодических изданий в Научной библиотеке Казахского Агротехнического университета имени С.Сейфуллина
Работа завершена в 2016 году, её объем составляет 124 страниц. В работу включены 2 приложения. Работа состоит из трёх глав. Список литературы составляет 63 источников.

An engaged community is a way to build a culture of academic integrity. The challenge to develop institutional policies and practices is that everyone in academia is responsible for collaborating to achieve the outcome. Academic and research libraries play a key role not only in promoting literacy but also integrating academic honesty towards improved research and knowledge exchange. This paper discusses the initiatives of Nazarbayev University Library in supporting academic integrity. The Library has created more than 100 programs related to academic integrity providing various forms of support
services to faculty and students, both online and in person. An empirical analysis was conducted to probe the current management system involving the library. The study aimed to determine the library’s extent of collaboration with faculty and the extent of administrative support.

This presentation provides an overview of the global projects and programs of the International Federation of Library Association (IFLA) where libraries in Uzbekistan can participate. Specifically, the discussion will emphasize the four strategic directions: Libraries in Society, Information and Knowledge, Cultural Heritage, and Capacity Building. The session also hopes to increase awareness of librarians on their important role in advocating for the UN 2030 agenda, promoting access to information. Ultimately, it hopes to come up with strategies on how libraries in Uzbekistan can collaborate with other libraries in Central Asia towards more dynamic and meaningful programs related to the 17 Sustainable Development Goals.

Globalization is an impetus for broader collaboration and academic mobility. The need for global competitiveness in terms of knowledge and services gave rise to various forms of cooperation from the institutional level to the subsystems like the library. Libraries as key players in building a culture of research and knowledge development need to meet the international standards. This empirical descriptive-narrative shares about the role of institutional cooperation and professional mobility in order for libraries to develop dynamic services and build on the capacity of local practitioners. Insights from vicarious experience as a librarian and internationally patterned services will also be discussed. This hopes to provide a model for developing libraries in Asia.

Licensed librarians in the Philippines require 45 credit units to ensure that their licenses get renewed for a period of three years. With the recent enactment of the Philippine Continuing Professional Development (CPD) Act of 2016, how equipped are the medical and health librarians in gaining formal, informal, nonformal and lifelong learning activities to qualify for the prescribed number of points prior to the renewal of their professional license? This study will provide a trend analysis on the types of programs that each medical or health librarian attend or engage into. This paper will compare the activities of the librarians with regards to the established matrix of activities that each professional ibrarian would need to achieve prior to their license renewal.

The Impact of Library Resource Utilization on Undergraduate Students’ Academic Performance: A Propensity Score Matching Design

This study uses three cohorts of first-time, full-time undergraduate students (N=8,652) at a large, metropolitan, public research university to examine the impact of student use of three library resources (workstations, study rooms, and research clinics) on academic performance. To deal with self-selection bias and estimate this impact more accurately, we used propensity score matching. Using this unique approach allowed us to construct treatment and control groups with similar background characteristics. We found that using a given library resource was associated with a small, but also meaningful, gain in first-term grade point average, net of other factors.

The development of library cooperation in the Philippines, particularly among academic, school, and special libraries, started in the early 1930s and was known under different names (Ladlad, 2003), such as resource sharing, partnership, consortium, linkage, library cooperation, and networking. Libraries usually come together in the form of consortia to supplement existing resources by providing access to information available in other libraries. Through cooperation, libraries are able to withstand the skyrocketing prices of information resources as well as budget cuts by means of consortium/cooperative purchasing. Likewise, library cooperation has proven to be an effective way of presenting smart solutions to common library problems/concerns through communities of practice. This chapter provides an overview of major library consortia in the Philippines. The compiled list is as exhaustive as possible. However, due to scarcity of sources, some active consortia may not have been included in the list. The information provided in this chapter was gathered mostly from published Websites. A comparative study, in terms of aims/objectives and activities being carried out by the different consortia, was also included and can be found at the end of this chapter.

Building a timeless audiovisual collection: libraries and archives as repositories of oral history

Purpose
Oral histories (OHs), as primary sources of information, are used as evidences of the past and inculcate human memory. It is a real testimony of our history. However, OHs are now neglected and somehow unpopular. Strategies must be done to make sure that OH projects should continue to be used as proofs. The purpose of this paper is to go back in time and review the OH in Asia, in the Philippines, and the collection at De La Salle University.
Design/methodology/approach
This study explores the OH collection of the DLSU Archives. Data are extracted from the Sierra library system. Extracted subjects are arranged alphabetically. They are presented and summarized below. Historical data coming from the correspondences kept at the archives are also used to understand how the collection accumulated and how they are being organized, classified, and used by the patrons. Literature reviews are also consulted to learn more about the background of OH in the Philippines.
Findings
A total of 176 subjects are identified. These subjects are selected on the basis of the Library of Congress Classification Scheme which is re-categorized according to the Philippine Standard Industrial Classification to identify which type of industry does each OH belong to. The category on professional, scientific and technical activities had 30 LCC-related subjects or 16.95 percent of the total number of subjects, next is 15.25 percent or 27 LCC-related subjects which comes from the arts, entertainment and recreation, and top three is Public Administration and Defense; Compulsory Security with 10.23 percent.
Research limitations/implications
This paper shares the challenges and experiences of establishing and maintaining OHs.
Practical implications
The paper presents new ways or initiatives to capture OH other than the traditional and usual process.
Social implications
Oral interviews are given proper attention as part of the local history.
Originality/value
There is a scarcity of OH papers written by librarians; therefore, this paper presents the current status of OH in the country.

This paper will provide the role of libraries in promoting dialogues to reduce discrimination, share how libraries document human library sessions as a form of oral history, and provide information on the “effect” of human library sessions to readers. This case study documents the human library program as an alternative source of information which promotes cultural diversity to improve many facets of literacies which include media and information literacy. Human library aims to lessen our prejudices and makes us more tolerant individuals. In order to achieve cultural equality and social inclusivity, DLSU Libraries continues to offer human library sessions to form critical thinkers, lifelong learners and catalysts for social transformation. Most readers thought that the most important learning experience they gained while reading the books was to accept and understand each one of us as unique individuals. The human library program encourages people to be more tolerant and embolden acceptance.

Philippine academic libraries conform to various criteria set by educational accrediting agencies. Each agency may look for programs developed in the library, performance of the library, library budget and library attendance. More often, these agencies evaluate the print collection of the library. To date, they also highly consider the emerging importance of eresources as part of the library collection. However, they only get little information and probably set different criteria when it comes to media services and audiovisual (AV) collection. The balance between print and non-print resources may have been left behind. Still, media services play an important role as a permanent unit of a library. It tries to be relevant and continuously provide user-centered services. It maintains to be current by providing the latest equipment and acquiring popular, instructional, educational and entertaining AV collection. This paper conveys that media services’ place in the library should not be taken for granted and that they consume a part of the libraries’ annual budget. This paper presents the acquisition performance and collection usage of DLSU’s Instructional Media Services (IMS) and how it was able to integrate a number of media services programs. It also shows how an academic library may develop and improve its services to upkeep its existence and value to the community. Consequently, this paper shares its best practices of cultivating and promoting media and information literacy by actively promoting its AV collection. Finally, the study determined the presence of an AV unit/collection of South Manila Educational Consortium (SMEC) member libraries and relates its associated aspects to the current set-up of IMS at DLSU.

A good citation and referencing practice starts when a student
correctly cites and follows the specified citation format.
Academic integrity is closely associated with plagiarism but
there is another particular error that academics neglect to
verify: the proper formatting of a reference list based on a
particular citation style. The purpose of the study is to trace,
review and analyze the reference list of selected master’s
theses submitted to one of the leading universities in
Kazakhstan. Results showed a high number of referencing
errors. Having a standard format will prevent future mistakes.

Kazakhstan is the largest country in Central Asia where a lot of state and industrial developments are still ongoing as a result of a transition from a Soviet regime. As such, libraries as institutions remain to be a part of its professional reformation. The predominant known types of libraries are categorized as public, academic, or school libraries and library professionals are not aware of the existence of the concept of special libraries. As libraries continue to improve, cultural and information and knowledge about special libraries are left behind and there is no single association which directly monitors the status of these repositories of knowledge. The programmeis based on a United Nations Educational, Scientificand Cultural Organization(UNESCO)publication entitled ‘Pedagogies of Media and Information Literacies’which has five modules: Understanding media and information literacy; Young people as global media audiences; Media cultures and technologies; How to interpret media; Cooperation and sharing ideas.The project report acknowledges how the participants were able to grasp and understand the MIL values and how they were able to apply these values in their own workplace.Finally, the report shares analyses of the participants’ reviews of the programme.

As a young and developing city, Astana and its people are preparing their way to become
a smart city. A smart city “improves the quality of life for its citizens through technological
means” (Guerra, 2017). Kourtit, Nijkamp &Arribas (2012) define smart cities as highly
productive cities as they perform to have highly educated people. This paper introduces the development of Institutional Repositories as possible technological component of a smart city. In Kazakhstan, the government is pushing towards providing better online access to its citizens. It is also embarking on digital library projects being spearheaded by the National Academic Library. With such projects being developed, how sufficient in terms of open- access information do the five largest cities of Kazakhstan have? State universities have their own institutional repository projects that may be a good inclusion to the smart city project. Citation and referencing should not be taken for granted. To be scholarly, one must follow a conventional citation and referencing format. The reference list must be accurate and free from mistakes. By doing so, the bibliographic information cited in the research becomes valid. This ongoing research used citation analysis to share the initial results found in tracking the common errors made by students in referencing. In particular, the presenter will focus on APA style as this is the citation guide prescribed by the school. Finally, the results of the study will be used to improve the Information Literacy Program in instilling academic integrity.

The purpose of this paper is to document the challenges and lessons learned while developing a local international repository (IR) framework at the Colorado School of Mines (Mines). The aim of this exercise was to characterize IR needs, to understand how successfully these needs are being met, and to develop goals for future IR development. The framework was developed with the
intention of being used as an instrument for periodical self-assessments, to observe the IR development, and to aid in strategic decision-making.
The Mines IR Steering Committee used criteria and guidelines from digital repository certificates, including the Trusted Repositories Audit Certification and CoreTrustSeal, and existing frameworks to develop a local framework tailored to Mines unique institutional needs.
This exercise demonstrated the range of perspectives and priorities for the IR among the IR Steering Committee. A brief assessment that tested the framework highlighted the current condition of the IR at Mines and areas for improvement.
Librarians and professionals working with IRs can apply observations and lessons learned from the framework development process.
This paper offers a case study for developing a local IR framework to help self-assess, strategize, and better characterize ongoing needs for the development of a high-quality IR. Librarians and professionals working with IRs can apply lessons learned to help create a local IR framework at their institution.

University was reviewed. Core thoughts of the group discussion was manifested
by seven leading speakers. Primary conclusions deducted from the discussion are:

“Librarians Around the World” is an online project where 34 participants from 19 countries
wrote an article about their study and work experience, about the library system, library
related organizations in their country or some interesting projects that they have, even
about problems that they deal with (no funding for library, expensive studies, struggle to
find work, etc.).
The aim of the project is to promote the librarian profession and to create an e-book about
librarians all around the world, library systems and education in different countries in order
to educate students and librarians about the libraries around the world. To tell high school
students about librarian profession, to tell government about our problems, to make the world
see that there are lots of awesome librarians out there. To show that we read (but not only!), do
researches, attend conferences, create awesome projects, that also we organize and attend parties
together and that sometimes one librarian has to be as an orchestra – to manage and to do everything – create events, catalogue books, buy new books, research, design, sing, dance, act, etc.
Let’s show the world that there are libraries and we need them!

The Nazarbayev University School of Mining and Geosciences was established in 2016 to study and conduct research on the vast mineral reserves of the country. The school now has three bachelor’s programs, two master’s programs and the recently launched PhD program. With emerging programs being introduced, it is vital to establish the academic and reference sources that the school will need to offer the courses. In 2018, the library acquired Choice Reviews Online to help the subject librarians build a strong discipline-oriented collection. This paper aims to identify the current holdings of the geosciences field based on Choice Reviews Online. The study used collection evaluation to analyze the strength of the collection.

It will also provide a preview of ongoing innovative library projects within Kazakhstan. One of which is the goal of the government in developing smart people. Когда та или иная организация выбирает определенные приоритеты и руководствуется ими в своей работе, то они фактически определяют её настоящую и будущую деятельность, представленную в тех или иных формах – формах реализации именно установленных организацией заранее приоритетов. Согласно классическому менеджменту, приоритеты организации деларируются ею в таких выработанных, принятых её коллективом и определяющих её корпоративную культуру обязательных документах, как миссия, видение и ценности организации. В настоящее время время повсеместного внедрения сетевых информационно-коммуникационных технологий наиболее лёгкий путь найти такие документы организации – это зайти на её веб-сайт.
Поскольку Концепция развития библиотечного дела Республики Казахстан до сих пор не разработана, а у каждой из публичных библиотек страны могут быть свои миссия, видение и ценности, то для обсуждения в данной статье общих приоритетов в деятельности библиотек на современном этапе развития библиотечного дела представляется вполне уместным воспользоваться «Концепцией по созданию молодежных центров знаний нового формата на основе модернизации региональных библиотек», которая придала несомненный импульс развитию публичных библиотек в стране. Концепция была разработана проектным направлением Центрального совета общественной организации «Жас Отан (Jas Otan)», Молодежного крыла партии «Нур Отан (Nur Otan)», в июле 2018 г., утверждена исполнительным секретарём МК «Жас Отан», ответственным руководителем проекта, Даулетом Керибеком и согласована с Вице-министром культуры и спорта Республики Казахстан А.Р. Раимкуловой в августе 2018 г. и начала реализовываться в сентябре того же года.

Введение. Статья посвящена проблеме обоснования выбора полнотекстовых баз научных журналов для национальной подписки и, соответственно, компаний, предоставляющих доступ к таким базам данных. Обосновывается необходимость автоматизации выбора таких баз данных и компаний. Ранее исследований по данной теме не проводилось.
Материалы и методы. Статья анализирует активность казахстанских ученых по трем приоритетным для Казахстана направлениям научных исследований: нанотехнологии, регенеративная медицина и робототехника. Исследования проведены на массивах статей и с использованием стандартных инструментов и функционала глобальных индексов цитирования Scopus и Web of Science Core Collection.
Результаты. Авторы приводят данные о публикационной активности казахстанских ученых по трем приоритетным направлениям научных исследований. Проанализированы 68 и 60 статей казахстанских авторов, индексированных, соответственно, в Scopus и Web of Sсience. Лидером в рейтинге публикационной активности в области трех приоритетных направлений является Назарбаев Университет: 32 статьи в журналах базы Scopus. Определены международные базы данных, содержащие научные журналы, в которых опубликован основной массив статей, и компании, поставщики таких баз данных. Новый подход к обоснованию выбора репертуара баз данных научных журналов для национальной подписки предложен и обоснован.
Обсуждение и заключение. Для полноценного информационного обеспечения исследований и стимулирования публикационной активности в таких приоритетных для Казахстана областях, как нанотехнологии, регенеративная медицина и робототехника предлагается включить в национальную подписку базы научных журналов таких организаций и компаний, как IEEE, Springer и Wiley. Усовершенствовать инструменты формирования статистической отчетности в БД Web of Science и Scopus с целью получения результатов поиска по такому критерию, как издатели/агрегаторы, а также выгрузки результатов поиска в едином формате, например, в формате MS Excel. Автоматизировать процесс определения популярности БД научных журналов и их провайдеров с целью национальной подписки на поставляемые ими полнотекстовые БД.

The objective of the paper is to show the discovery service from the perspective of the library and user values as a means of access to information. Methods. The literature review on the subject of value approach to the library functioning is provided. In the paper were used data from the user experience study, statistical reports and anecdotal experience. The results show the issues of customization of discovery services functionalities and resources management required. The users’ evaluation of the discovery service as a tool for finding and retrieval of information is also given. Conclusions. Discovery services have special functions and are powerful tools for identifying the required information, which is placed in directories and databases, online libraries, and external full-text databases. The study found that finding relevant information was of paramount importance to users who highly appreciated the usefulness of this service for their research.

Purpose
The library's role in promoting and supporting the United Nations Agenda for Sustainable Development Goal (SDG) is beyond borders. It has the capacity to be a powerful driving force in leading exemplary programs that will transform society in many dimensions. This paper will share the value of libraries in integrating SDG's into their work and how it can positively advocate for change toward attaining an inclusive, open and tolerant society.
Design/methodology/approach
This survey research and program evaluation are designed to solicit opinions from participants of two library programs focusing on gender equality at Nazarbayev University. Data collection was prepared, gathered and analyzed using Qualtrics.
Findings
Participants believed that gender-related programs of the library are positive ways on how to stimulate a gender-balanced society. The programs increased awareness on gender equality among the academic community and promoted the welfare and rights of marginalized sectors. Finally, these programs addressed various stigmas, thus empowering vulnerable groups to stand up to discrimination.
Practical implications
Libraries are safe spaces that advocate social inclusivity.
Social implications
It proves that a library can hold programs in support of SDGs, particularly on gender equality.
Originality/value
This paper shares academic library initiatives in Central Asia, particularly in Kazakhstan, in support of SDGs.

Not all students are online: The case of business graduate students in Kazakhstan

Graduate students who are on the go prefer to have research help virtually for convenience. But, not in the case of Kazakhstan. Our two-year data would show that almost half of the transactions we recorded are face-to-face encounters. While business graduate students use e-mail and chat for research help, they mostly prefer physical interaction. They visit the library on-site for multiple reasons. This study will provide us insights that despite the provision of technological enhancements for online communication and virtual reference, graduate students show up in the library to ask in-person research assistance. In this time of disinformation and misinformation, libraries remain a reliable source of truthful and factual information. As they fervently support the agenda of lifelong learning, libraries recognise that there are various influences that redefine the process of student learning. Admittedly, librarians need to be more creative in motivating post-millennial students to help them fully develop their Media and Information Literacy (MIL) skills.
This paper explores how games are adopted and utilised by academic libraries as an interactive approach to entice students to learn essential MIL competencies. It shows how games can be a viable tool not only to deliver information literacy (IL) instruction in a collaborative learning environment but to also effectively engage and attract students to use the library resources and services. While the use of games is not novel, the way it is delivered and re-purposed to meet MIL competencies is vital for today's young generation of learners. This report demonstrates how two academic libraries in the Philippines and Kazakhstan were able to embed MIL skills through a library race challenge. Furthermore, this paper discusses the practical steps undertaken in the preparation of the game as well as the observations made during and after the activity was conducted. From this, other libraries may gain insights and best practices on how to leverage this method to further champion MIL in their own communities.

Social Inclusivity and Gender Equality: The Library’s Role in Promoting SDG 5

As we reached a new decade, the United Nations (UN) and International Federation for Library Associations and Institutions (IFLA) fully support the attainment of Sustainable Development Goals (SDGs) no matter how challenging it would be. Libraries, as social spaces, have its own capacity to influence change and lead programs that can either be an eye-opener or just simply be an advocate for positive ideas that will inspire and motivate people to be open-minded, thus transforming individuals to embrace the concept of inclusivity and diversity. Our presentation will include two successful programs namely the Week of Women and Human Library. These library programs were fully launched in our library in 2018 and 2016 respectively. After doing these programs for quite some time, we surveyed and asked the opinions of our participants including the discussants and human books about the positive and if there are any negative implications of the programs. The topic on gender equality specially those pertaining to LGBTQIA+ can be a sensitive area and may offend certain individuals. Our proposal and instrument were sent to the Institutional Research Ethics Committee of the Nazarbayev University and were approved for implementation. The results of the study showed that participants believed that gender-related programs of the library have positive effects in stimulating a gender-balanced society. 64% said that both programs are very positive in terms of encouraging a gender-neutral society. 55% said that library programs are also very positive in promoting the rights and responsibilities of women (and LGBTQIA+). 64% agreed that they are very positive in endorsing inclusivity and diversity. Only 36% said that the programs are very positive in eliminating all forms of discrimination against women, girls, (and LGBTQIA+) in public and private spheres. Lastly, 45% believed that the programs are very positive in recognizing the role and achievements of women (and LGBTQIA+) in various fields and sectors. The programs increased awareness on gender equality among the academic community and promoted the welfare and rights of marginalized sectors. These programs addressed various stigmas, thus empowering vulnerable groups to stand up to discrimination. This presentation will address SDG 5 to provide a glimpse of how libraries can advance gender equality in a post-Soviet era where patriarchy continues to be deeply rooted in the society. The Week of Women and Human Library are few leading examples to attain a gender-balanced community. These programs supporting SDGs also uplift the self-esteem and confidence of the forgotten and the invisible. The Library is committed to achieving the SDG targets by providing a diverse collection and participatory engagement from all stakeholders of the university, thus ensuring “women’s full and effective participation and equal opportunities for leadership at all levels of decision making in political, economic and public life.” Aside from this, as much as possible, the Library aims to be a bridge paving the way to eliminating gender disparity. The HL program affords an excellent opportunity to give attention to the underserved. Further supporting an end to all forms of discrimination and inequality. Social inclusivity is the key to a better community.

Research performance among Filipino librarians is gradually increasing based on five-year SciVal data from the period 2015-2019. SciVal’s data analytics showed that there is an average of nine scholarly outputs published a year for the last five years. Publication types include journal articles, conference papers, books, and book chapters. This presentation highlights and recognizes the research work of Filipino librarians and their notable contribution to the Library and Information Science (LIS) profession.
Based on the author’s research experience, the presentation attempts to stimulate interest in LIS research. It is hoped that collaboration among scholars will strengthen and motivate them to contribute to conceptual and practical knowledge. Moreover, this presentation prepares and challenges the audience to unlock their potential to become outstanding researchers in the propagation and advancement of LIS literature. It is expected that through this presentation, an emerging research culture among Filipino LIS professionals will fully develop.

Objectives
In these trying times due to the global effect of pandemic, what social media accounts do academic libraries in Kazakhstan maintain and how can they improve their social media engagement to continuously connect with their stakeholders? This report provides an overview of the current status of social media engagement of select academic libraries in Kazakhstan during the COVID-19 crises. This paper will give us a picture about the kinds of online postings shared by these libraries particularly with the use of Facebook.
Methods
The top two universities ranked by Independent Quality Assurance Agency (IQAA) were considered in this report to compare with the only autonomous organization of education in Kazakhstan. The library social media accounts of these three organizations were investigated to review the number of followers, frequency of posting, and its overall social media engagement. Data collected is publicly available to all potential users, followers, or subscribers. Using the post engagement rate (PER) formula introduced by Socialbakers (2013) and adapted by Peñaflor (2018) & Magno (2016), this report identifies and analyzes the average PER Facebook pages maintained by academic libraries. The engagement metrics looked into the number of interactions and the widest reach possible in every post. All three academic libraries investigated maintain a Facebook page. The other account was just created last February 2020. To compare Facebook data during the pandemic times, public information available from June – August 2020 were measured.
Results
The social media platforms operated by the academic libraries in Kazakhstan are Facebook, Twitter, Instagram, VK, and YouTube. One of the earliest academic library Facebook accounts established in Kazakhstan started in 2010 with less than 3,000 accumulated followers after ten years. This shows a very slow rise in the number of followers considering an academic population of more than 5, 000 people in 2020. Data revealed that Eurasian National University Library’s Facebook account had a higher PER of 0.83 even if it only debut in 2020 compared to the Facebook page of Nazarbayev University which garnered 0.22 PER. KAZNU Library’s Facebook page had the highest PER of 1.02.
Conclusions
Facebook is the most popular social media platform across the globe but it is not the case in Kazakhstan. Library marketing and promotion in Kazakhstan needs to be addressed as public relations is not the primary focus. The utilization of social media as a tool for user engagement is not fully developed. One way to look at it is to consider library staffing and identify their marketing background. The pandemic situation must be the turning point of academic libraries to enhance their reach with their stakeholders. It was a test to know the readiness of the library in terms of online communication and interaction.

In celebration of the 13th International Open Access Week, we are delighted to share with you presentation on "Research Data Management and Open Access to Publications and Data" by Irina Kuchma, Open Access Programme Manager for Electronic Information for Libraries (EIFL).
Iryna Kuchma has been managing the EIFL Open Access Programme (EIFL-OA) since 2008. Working in collaboration with libraries and library consortia in more than 60 countries in Africa, Asia and Europe, she advocates for open access to research results, facilitates the development and implementation of open science policies and infrastructures, and provides support and training.
An expert in open access, open data and open science, Iryna has published several works (see the full list here), and contributed to recent reports including ‘Fostering Bibliodiversity in Scholarly Communications – A Call for Action!’, ‘Towards Sustainable Cooperative and Non-APC Publishing Models’, ‘Training in the European Open Science Cloud’ and ‘RDA COVID-19 Data Sharing Guidelines and Recommendations’.
Under Iryna's management, EIFL-OA’s many achievements include the establishment of more than 1,200 open access repositories and more than 4,000 open access journals in EIFL partner countries, opening up a wealth of new knowledge and research to the world. The programme has also supported the development of 159 institutional and eight national open access policies in EIFL partner countries, and has trained over 275,000 librarians, researchers, policy-makers and open access champions across the EIFL network.

Speaking up may not be easy for them yet their courage to break stereotypes thrown upon them will be much recognized and accepted in an open and decent dialogue. Just like any other library programming events, human libraries are vividly documented in photographs, videos, social media, newsletters, and activity reports. This presentation seeks to explore the role of video sharing sites as a tool to promote library events, specifically human libraries. Varvara Sosedova graduated from Moscow Linguistic University in 2010 and earned a PhD in Philology from Moscow City Pedagogy University in 2015, where she did research into connection between English language and culture. Varvara has a number of publications on linguistics and cultural science based on her PhD research. In 2009 Varvara joined Moscow State University of International Relations (MGIMO) where she is currently working as an English teacher for the faculty of international relations, where she is responsible for Writing&Listening&Reading lessons for freshmen. She specializes in cognitive linguistics, pragmatics, English for Specific Purposes (ESP) and English for Academic Purposes (EAP). Varvara Sosedova also has a specialization in Economics from Moscow Aviation Institute, which lets her apply project management techniques in the teaching process.

In celebration of the 13th International Open Access Week, we are delighted to share with you presentation on "Building a global knowledge commons based on the network of open access repositories" by Kathleen Shearer,Executive Director of COAR (Confederation of Open Access Repositories).Kathleen Shearer has been working in the areas of open access, research data management and
digital libraries for many years. Shearer is the Executive Director of COAR (Confederation of Open
Access Repositories), an international association of repository initiatives that was launched in
October 2009 with membership of over 120 institutions worldwide from 36 countries in 5 continents.
COAR has been promoting the role of the institution as the foundation for a sustainable
infrastructure that collectively manage the valuable outputs of research.Shearer is also the co-chair
of two RDA Interest Groups, Libraries for Research Data and Long Tail of Research Data.
Shearer is also a consultant for several other organizations. She is a Research Associate with the
Canadian Association of Research Libraries (CARL) and was instrumental in the launch of the Portage
Research Data Management Network in Canada. She is also a Strategic Consultant with the US-based
Association of Research Libraries (ARL), providing expertise to the Association about international
activities and scholarly communication. Shearer has also done extensive work for the Canadian
federal government and research funding agencies including a project to develop metrics and
indicators framework for open science.

В 2020 году библиотека Назарбаев Университета отмечает свою первую «круглую» дату – 10 лет со дня своего создания. 8 октября 2010 года она открыла свои двери для пользователей и сразу стала одним из самых посещаемых мест университета.
Уникальность библиотеки определяется, прежде всего, уникальностью университета, важной частью которого она является. Назарбаев Университет (НУ) изначально создавался с целью предоставления молодым казахстанцам высшего образования, сравнимого по качеству с образованием в ведущих зарубежных университетах. Созданная правительством специальная комиссия объезжала университеты США и Западной Европы, представленные на верхних позициях международных рейтингов, изучала их образовательные программы, заключала с ними соглашения о стратегическом партнерстве и приглашала зарубежных преподавателей с целью внедрения данных программ во вновь создаваемом казахстанском вузе. По состоянию на сентябрь 2018 г. контингент профессорско-преподавательского состава (ППС) НУ включал в себя более 470 преподавателей, 75% которых являлись представителями из 55 стран мира , и студентов насчитывалось более 4 800 человек.

Одной из существенных, но мало обсуждаемых проблем казахстанского общества является неприспособленность цифровой инфраструктуры страны к потребностям 700 тыс. людей с инвалидностью. Недоступность государственных и коммерческих цифровых продуктов серьезно сказывается на качестве жизни людей с инвалидностью, ограничивая их в доступе к важной информации и услугам. Однако у государства есть возможность изменить ситуацию, и ниже я предлагаю несколько важных решений.
Пандемия коронавируса показала, что доступ к информации, в том числе в интернете, имеет критическое значение для безопасности и благополучия каждого. Во время локдауна, действовавшего в Казахстане весной и летом этого года, доступ в интернет стал без преувеличения жизненной необходимостью. Миллионы граждан стали получать госуслуги, социальные выплаты, а также заказывать лекарства и продукты питания онлайн.
Однако, для более чем 700 тыс. казахстанцев с инвалидностью использование цифровых продуктов, включая сервисы электронного правительства, оказалось возможным в урезанном виде или только с посторонней помощью.
Это не только лишает их самостоятельности и ограничивает во множестве прав, но в условиях пандемии представляет угрозу здоровью их самих и их близких.

The Nazarbayev University Library is committed to re-tooling librarians and specifically its subject librarians (SL) to enhance their competencies in teaching Information Literacy (IL). Collegial support and mentoring are needed to ensure everyone is informed of the new trends and development in IL. With occasional turn-over of library staff, the challenge is to train novice professionals for uninterrupted services. IL modules are currently in place yet there is a need for constant updating to ensure the quality of IL teaching. A review of IL frameworks is needed to provide them with a good foundation. IL supports academic integrity and it should be discussed in the schools and universities as early as possible. This paper will explore the current status of librarians in terms of their working knowledge in referencing and related academic integrity aspects as part of the research process. Professional development programs are constantly developed to strengthen the competencies of librarians. Better library research support will happen if librarians are equipped with the right knowledge and skills.

The resiliency of librarians is tested once again with the devastating occurrence of the pandemic situation worldwide. As a result of the global scare, many libraries have shut down as prescribed by the governments to minimize physical contact and stop the spread of viruses. Yet, libraries live up to its mandate in serving the information needs of its patrons. This report documents the role of libraries in Kazakhstan during the pandemic and how libraries responded quickly to avoid disruption of programs and services. This document also describes some of the “new normal” initiatives and strategies libraries have adapted to respond to the needs of their clients. On the other hand, librarians are stepping-up and making enormous efforts to manage their call of duty to provide and distribute factual and reliable information to all its stakeholders. Adapting to a change of working environment also needs to be looked into. Since the start of work from home in midMarch 2020, was there a change of lifestyle? What factors affect their work productivity? An online interview among select library staff who can speak and understand English is conducted.

Human books voluntarily share their life stories with readers to let them understand what they are going through and how they survived their struggles. Speaking up may not be easy for them yet their courage to break stereotypes thrown upon them will be much recognized and accepted in an open and decent dialogue. Just like any other library programming events, human libraries are vividly documented in photographs, videos, social media, newsletters, and activity reports. This research study seeks to explore the role of video sharing sites as a tool to promote library events, specifically human libraries. Existing uploaded playlist videos pertaining to human libraries hosted by academic and public libraries will be the focus of this paper.

The pandemic has forced academic institutions to make unprecedented use of technology, especially when it comes to research, learning, and information content to students, faculty, and staff. This study aims to assess the content management systems (CMSs) of the academic libraries of the top four (4) Philippine universities based on the 2020 QS
Asia University Rankings HEIs. In this study, the researchers examined the academic libraries’ websites and the CMSs they were using, the various functions and features, and how it helped in research, learning, and information dissemination especially in this time of the pandemic. Other challenges and advantages of CMS for library website management were also determined. Criteria from various related literature were used to assess their respective CMSs. Based on the analysis, it was found out that all four academic libraries use CMS as a tool such as WordPress, Drupal, Adobe Muse and Microsoft ASP.Net for website management and as software support for web-based applications. SpringShare was also being used as an additional library CMS. Moreover, these libraries found their CMSs as a useful tool for communicating with their library patrons as it is customizable and easy-to-use. Although information related to their services, collections, and policies were already included in their websites, only one library has a dedicated library guide on making use of the library
and its services in the new normal. Since their websites alongside their various social media platforms serve as their main communication channel, all four libraries have tried their best to utilize their CMS and ensure that information about collection and services were made available to their patrons in just a click away.

DLSU Libraries
This paper will reposition the DLSU Libraries as one of the key players in
the academic community to support knowledge building by providing essential
services to push forth lifelong learning. Using the SPEC Kit 326, an established tool
kit published by the Association of Research Libraries (ARL), the paper will
document and identify the existing strategies that are in place to help the Libraries
continue to reinvent itself in the era of digital humanities. As library development is
often tied to technological developments, the paper will also seek to identify gaps in
its services to further help improve user satisfaction and maintain its relevance in
the emergent era of library 4.0 and digital humanities.

подходы в понимании инвалидности -
медицинская и социальная
модели, базовые принципы этикета
при общении с людьми с инвалидностью,
представлена корректная терминология
и систематизированы особенности
коммуникации и рекомендации
для эффективного взаимодействия
с людьми с разными типами нарушений:
зрения, слуха, речи, двигательных функций
и т.п.
Пособие предназначено для всех тех,
кто стремится усовершенствовать
свои навыки коммуникации с людьми
с инвалидностью в быту, образовательной
среде или при профессиональном
взаимодействии.
