DECISION-MAKING PROCESS AT NAZARBAYEV UNIVERSITY DURING THE COVID-19 PANDEMIC

The rapid and unexpected onset of the COVID-19 pandemic presented a huge
challenge globally, prompting nations and institutions to swiftly implement restrictive
measures in March 2020. The impact of the pandemic reached various sectors, notably
affecting education. This study delves into the decision-making process at Nazarbayev
University in Astana, Kazakhstan, during the pandemic of COVID-19. Addressing two key
research questions, the study investigates how decisions were made at the university during
the crisis of COVID-19 and how those decisions were perceived by the community members.
Employing a qualitative research approach and a comprehensive framework, the study
comprises 23 interviews with key decision-makers and university community members
directly affected by those decisions. The findings, analyzed within the established conceptual
framework, underscore that setting clear priorities, fostering collaboration among
stakeholders, centralizing decision-making, and implementing effective communication
strategies were the core elements in the decision-making process at Nazarbayev University
during the pandemic. Recommendations derived from the findings advocate for improved
communication and enhanced engagement with broader stakeholders.

LINGUISTIC CHALLENGES AND ACADEMIC PERFORMANCE OF STUDENTS TRANSITIONING FROM SCHOOL TO AN ENGLISH MEDIUM UNIVERSITY IN KAZAKHSTAN

Kazakhstan is among the countries introducing English medium instruction (EMI) programs in higher education. Despite the rapid spread of EMI, students whose first language is not English have difficulty adjusting to an English-only environment due to their inadequate language skills. In particular, the research highlights the role of students’ school background as a significant source of linguistic challenges. Therefore, this study seeks to investigate linguistic challenges of students transitioning to an EMI university in Kazakhstan with regard to their prior English learning experience in school and the influence of these challenges on students’ academic performance at university.

Written translanguaging within educational settings has drawn increasing attention in recent
years, but research which explores translanguaging practice in detail in the postgraduate
dissertation writing process is still limited. This study focuses on five Chinese postgraduate students
who studied at a British university. It investigates their translanguaging practice in the
outlining, note-taking and drafting phases of their master’s dissertation writing process with
reference to Plakans’ reading-to-write test task model. We collected and analysed the texts from
our participants and conducted interviews to introduce emic perspectives to our analysis. The
findings reveal six translanguaging practices in the academic dissertation writing process,
showing that translanguaging supports students’ development of self-regulation and serves as an
efficient self-regulation tool for them to control the recursive and extensive dissertation writing
process, to reach their immediate and global writing goals. The paper problematizes and challenges
the orthodox academic discourse and practice and highlights the need for EAP tutors and
dissertation supervisors to encourage translanguaging in students’ writing practice in response to
the potential issues raised by the monolingual norms in the academic communities

Teacher autonomy is an important topic in the education system of Kazakhstan. The
education officials been working to improve teacher autonomy in recent years, recognizing
the important role that it plays in improving educational outcomes. One of the key drivers of increased teacher autonomy in Kazakhstan has been the introduction of the State Program for Education Development (1991-2010). This program emphasizes the importance of teacher professional development and encourages greater teacher participation in decision-making processes. Additionally, the government has implemented policies aimed at reducing administrative burdens on teachers, giving them more time to focus on their teaching.
